Sometimes when I read about the great crusade it is mentioned that the Emperor in some cases forced xenos to accept humans as overlords. This would of course mean that they (the xenos) were allowed to live by The Emperor. I was wondering on were/if there is a source to that and any examples? Whenever I have read about it they have never brought up any specific examples.
