Alpha Legion has some cool tricks but I think in terms of most improved and best rules I have to give it to Night Lords. Chaos desperately needed a charge boost stratagem, and their 1" aura strat of no fall backs in combination could be gangbusters. Imagine a unit of warp talons deep striking in, charging 2 or 3 units in a gunline with no overwatch, and keeping them tied up until the rest of the army gets there.
They have a lot of other flavorful rules with some great, albeit situational, potential like their vox scream to shut down a character's aura ability for a turn.

Poor Word Bearers get the shaft again, though they really needed an entire overhaul to become remotely competitive. I would say Alpha Legion is the top atm because of all the redeployment stratagems they have which is super useful, they still have the coveted -1 to hit trait, and their relics are actually useful. Iron Warriors are a close runner up though.

I'm mainly my interested in the buffs my existing collection gained, which I began selling off slowly the last few years...
Sold off my namesake Night Lords and you see they're doing pretty good now. D'oh!
I kept a few Predators, Havocs, and Oblits that will do nicely for Iron Warriors, and some Heldrakes, Raptors and Warp Talons that might be good for Night Lords or Emperors Children.
If I were to re do my collection, I'd probably go for more Havocs or Warp Talons.

Alpha legion is probably best mono codex, night Lords probably the best with soup in mind. That said every legion got some cool stuff. To explain what I mean, feel I could make a very nasty pure alpha legion list, not sure I could say the same with the night lords. I think the definition boils down to your opinion on soup. If 600pts is so good it's autoinclude for every chaos list, but it can't function on its own at 2k, is it the best?
Alpha Legion I think will be a very high skill cap legion, it's not one that is immediately obvious why it's so dangerous. Yes, you see some obvious tricks like the sniper lord or the sabotaged armory strat, but with all the redployment options, screwing with opponents plans, and it's ability to combo with vigilus, it has a huge depth of tricks that many players wont see coming. Really the only problem is keeping them fed with CP, and the fact you can only take 3 relics and a second warlord. No one unit stands out with them, but it makes many mediocre units have some genuine utility. Which I really like, that's how I feel all armies should be. Lots of decent tricks that in the right moment shine, but nothing like the Raven Castellan used to be where you were stupid to not run it. Well, maybe the -4 to hit demon prince will be, we'll see.

Alpha Legion is still pretty good, but I'm surprised to see Night Lords being mentioned and no mention of Emperors Children.
EC get a better charge strat, that also works for terminators so it's more flexible. They can make some pretty potent units, redeploy if needed, make a smash lord that can stop overwatch, and potentially make noise marines actually decent.
I don't think EC will be top-tier by themselves, but AL and EC combined would be pretty decent. Night Lords might be able to fill the EC role, but they'd have worse charge chances so you run the risk of losing your talons before they can tie up the enemy gunners.

Word Bearers have a ton of cool stuff for a daemonking army list.
They only need Possessed as troops and a Legion Trait. Because right now they don't have one.
