Standard power armour looks better on 32mm bases (and the Assault Marines don't fall over so much) but a lot of the resin models are old enough that they fit fine on 25mm bases if you really want to. The 40mm-based power-armour officers are a Primaris thing, Forge World still designs their power-armoured characters for 32mm bases.
