Corvus Belli's Infinity model line has some "civilian" models in it (usually referred to as things like HVT's). (If you go into their store, they've got a convenient check box for HVT for the ones available on their own:

They've got some more, but those tend to be single models bundled with other armed models (like in the Dire Foes boxes (one civilian and two armed models). There's also an RPG box with some civilians, but I don't think that's out yet...).

Edit: Okay. It's:

* Single model blisters are the "HVT" models, and the Tohaa Diplotmatic Delegate.
* Single model in box of three models are the Dire Foe boxes
* The "Agents of the Human Sphere, RPG Character Set" scheduled for release at the end of this this month. https://www.infinitythegame.com/blog/item/775-february-new-releases

You might see floating around boxes of figures from the Infinity RPG Kickstarter, but those are going to be from a Kickstarter campaign a year or two ago. The "RPG Character Set" is more or less the retail re-release of that, although I think there are some (minor) changes to the sculpts.

I have that set, the new ones are full resculpts, though they are along a similar vein.

The Doctor Who minis by Warlord are IIRC larger than other ranges.

There is also the Astropolis range by Lead Adventure, which has a nice variety of both human and xenos civilians in various roles such as merchants, technicians and whatnot.
