This seems obvious to me, since Terminators are basically a thing of the past--far too expensive to take in even semi-competitive play. 23 points base? Nope. Things like reivers are literally designed for assault and still have to make do with combat knives--which aren't terrible, but they are not amazing either.
Intercessors or reivers with dual LC would be great, and I don't think they'd be overpowered so long as their base stats didn't change. I'd even be ok with a slight price hike.

Or they could just give the combat knives that they carry AP-1.

Primaris hands are bigger than those of vanilla marines, they cant use regular SM weapons. And girlyman ran out of budget when he created primaris, all he could do is some new bolt guns. And now there is no money left to make new weapons for their bigger hands. And become of the imperiums bureaucracy it takes an eternity to get more money.

I don't think that's enough TBH.And beyond that it's pretty boring, which is my main criticism of Primaris in general. Very, very missionary.

They can't use weapons sculpted into the hands of 4e-vintage kits, sure. Try the weapons out of the Deathwatch team kit. Or use the hands the Primaris come with and do a blade-swap instead of trying to swap entire hands.
