Right before I get shot down for this post being in the wrong forum (cant find anything relevant its like looking through a forest for a certain tree).

Really really new to this, have been trying to make a company of Blood Angels (At the minute I just have marines painted red)

My question is can I add Eliminators to be party of the army? I don't want to buy them if I cant play them within a match (never played a game yet either).

Blood Angels can use Eliminators. If they're not in your Codex check Psychic Awakening: Blood of Baal, that's the most current source for a bunch of newer units in the Blood Angels.

they're totally usable by blood angels. theirt rules for BAs are found in Blood of Bhaal.

They sure can be included in a Blood Angel list, check Blood of Baal. They’re pretty cool, I’d recommend considering Las-Fusils, as Blood Angels your characters should have enough teeth to handle characters, so you won’t get the best use from Sniper Bolt Rifles.
