I start a Crusade mode on T'au, and it looks like only CHARACTERs can equip relics.

So, that mean there’s absolutely no way to utilize Tau Prototype weapons?

Like the Pathfinder Networked Markerlights (Psychic Awakening 05 - The Greater Good).

Belongs in YMDC, but basically Crusade is narrative play. You don't need a rule allowing this, you can talk it over with your opponent(s) and agree to allow it.

Something to consider is that GW has said codices will have army specific Crusade rewards.

It's possible that these kinds of items were actually intended to be Crusade perks. By and large though, it's still early days and not like people are really playing games in person.
