Are Tyranid spore mines able to score "engage on all fronts"?

Their specific wording says, "Spore Minds are discounted for the purposes of any victory conditions - their destruction never awards victory points, they do not count towards the number of models controlling an objective, and they do not count when determining if a player has any models left on the battlefield."

Who knows. GW can't write rules for glazed ham.

Does scoring victory points count as a "victory condition"? No idea.

The victory condition is scoring more victory points, so it is safe to say no. You get there via detective reasoning and reading in context.

Literally lists that as the very first example.

Fairly easy to deduce the answer is ‘no’ here, even if the exact wording is from an edition where that Secondary did not exist. Secondaries are very clearly to be considered Victory Conditions, as they hep you win!

It literally does no such thing.

"their destruction never awards victory points" is not a synonym for "Score 2 victory points at the end of your turn if you have one or more units from your army wholly within three different table quarters, and those units are all more than 6" from the centre of the battlefield."

We’ve established in other threads you don’t apply critical judgement to 8th Rules not expressly covered by 9th. In this case it’s VERY easy to conclude that Spore Mines don’t score you anything, using said critical judgement.

I'd say "discounted for the purposes of any victory conditions" covers it. The situations listed afterwards can be taken as examples, but that doesn't mean it's an exhaustive list - absence from that list isn't permission to break that first part.

Agreed. Spore mines cant score any VP in 9th.

I'd also agree they dont count. However they are still nice for denying your opponent any victory points by either getting in their way or killing them.
