Considering those Planet Killers are pretty much the Black Fortress wich were made with a totally different purpouse in mind (taking down the C'than) by the Old ones seems about right.

You're confused. The Planet Killer is nothing to do with the Blackstone Fortresses. It was built by renegade Tech-priests in the Eye of Terror.

Also, it's pretty good at killing planets, provided it has a fleet to hold off enemy ships. Unsupported, it's a giant sitting duck.

So far, it has destroyed: the Cardinal World of Savaven, the moons of Stranivar (and hence the planet itself as the debris rained down on it), the worlds of Macharia and Urthwart, and two of the worlds in the Arimaspia system. It has also been used to force several other worlds to capitulate to avoid annihilation. That seems like a pretty decent return on investment to me.

A little bit of righteous anger now and then is good, actually. Don't trust a person who never gets angry.

The Planet Killer is unique in that it is one of the few things that can actually completely destroy a planet (I.e. actually break it apart) as opposed to just destroying everything on the surface. Multiple activated Blackstone Fortresses linked together are another.

However to do it the Planet Killer needs to get really close (in planetary terms) and fire at it for a sustained period, during which it is potentially vulnerable to enemy fleets.

It’s not the Death Star by any means, but in 40k there’s not much else that can match it.
