I do not find rules to simulate the presence of the Sternguard Veteran Squads on the battlefield. Or the Vanguard Veteran Squads.

Am I missing them or they are not there indeed?

Neither existed back then, so no. From a gaming perspective, and at the level of game that Epic plays, both veteran squads are simply tactical and assault squads from the first company, there is no real need of further detail at the scope that Epic plays.

If you want the modern representation of 40k I know Imperius Dominatus is planning a 40k set of rules: this will include everything that you have in modern 40k including those types of unit and Primaris, the new tanks and Primarchs etc. I'm not sure when they are due to be released but believe it was meant to be first few months of 2021.
