I'm confused about it as well. This is something that would have been better used as an April Fools video instead of just something random. I think it was designed to cover up some teaser items but I really don't know.

I prefer the tactical rock to the tactical corpse or the tactical ammo box. Rocks are kind of white noise, you don't really think of them when you see them. But seeing the same damn ammo box or skull or corpse multiple times in an army is jarring.
I personally prefer not having any such premade structures on bases, but rocks and trees and the like at least are things that fit almost everywhere. What I really hate are the more themed elements. Ammo crates can at least be justified if they're from the same army, but ruins look wrong on any table that isn't themed to those models and corpses become a disaster as soon as you're fighting anyone but that specific enemy. And, of course, I really dislike having my own corpses around from the start.
Tactical rocks have pretty much become as much of a meme as Primaris Lieutenants at this point. I don't mind them at all since they're nice and generic (yes, I know, I'm saying the same thing others have said), unlike other things like corpses and ruins. That being said, having something more unique like a corpse on a special character isn't as bad because there will generally only be one of those in the army. I actually occasionally furnish my own dead stuff on bases, like having Chaos helmets on Imperial characters' bases, just to spice them up a little bit. I've also occasionally added things to commemorate a model's particularly glorious kills, like putting a Custodes helmet on my (now sold) T'au Coldstar Commander because he killed a Vexillus Praetor before my opponent could drop his guys in my face.
Honestly the only times I don't like something on a base is when it just ends up looking too busy. It shouldn't distract too much from the model. This is part of why rocks and plants are ideal, and even corpses or skulls could work, within reason.
