I agree, I'd downgrade one of the TCs to a regular Russ, use the spare points to get a Psyker. A couple of special weapons in your Guardsmen squads could be handy too.
I'm not sure what the point of the Tempestus Squads are. You have no special weapons or Tempestor for the Regiment bonus or orders.

Looking at it, I would guess because two base Scions squads are 20pts cheaper than two base Infantry squads, allowing them to just fit in the 3 Troops selections minimum of a Battalion and 2000pts.

My suggestions would be to remove one of the Tank Commanders for a Primaris Psyker and extra Leeman Russ of your choice in the main Battalion. Then, change the second Battalion to a Patrol and move the Leman Russ squad into it from the Battalion. After that eliminate the Scions squads in the Patrol Detachment and give it the Emperor's Fist Tank Company specialist detachment (http://wahapedia.ru/wh40k9ed/factions/astra-militarum/#Emperor-s-Fist-Tank-Company), granting the HEIRLOOM OF CONQUEST: HAMMER OF SUNDERANCE to one of the remaining Tank Commanders (since you don't seem to have a relic in your list yet) as well as giving the Patrol's remaining Infantry Squad a Heavy Weapon Team to benefit from the Spotter Details Doctrine (Heavy Bolter or Lascannon depending on if you are facing an Infantry or Armor heavy opponent respectively). Perhaps give the Patrol Infantry squad a Chimera with Heavy Bolter (turret) and Heavy Flamer (hull) to further maximize the doctrine benefits, if the points allow.

If you don't think you'll need the Vox in your main force since you'll be throwing your Commander into melee alongside them, then you can switch each Vox to a Special Weapon for the same cost.
You could also take them out for Dozer Blades on all your Russ to make the Steel Phalanx Stratagem even more useful. It wouldn't affect the Strat itself, but it would make all those charging Russ a bit better in the following Fight phase.
