Space Marine Scout with Sniper Rifle

So I am working on converting an entire "true-scale" Space Marine army. (Save for the tanks, I am not converting tanks!) I have also got limited income and I want to be able to convert my own "proxy" models. Ex: Bladeguard vets converted using greenstuff, various space marine/terminator bits, and Assault Intercessors or Eradicators converted with meltaguns, Devastator squad bits, and Heavy Intercessors I don't want to spend 60 bucks on three models when I'm just going to cut it up, shave it down and swap out different parts. So I have two questions for you:

1. Do you think that a Games Workshop tournament or any other tournament would find these kinds of units acceptable?
2. Would you personally play against such an army?

PS: If anyone is mildly interested in what kind of conversions I will be doing take a look at this video from Kitbosh https://www.youtube.com/watch?v=VKLwuYJlQ_8, not exactly what I'm doing but it gives a good idea of what I'm going to be doing.

I wouldn't worry about what some GW tournament would want. Just make everything crystal clear and you'll be welcomed at other tournaments.
