I'm pretty sure I know the answer to this, but I wanted to check if I was getting this right.

Warptime, says the following: "That unit can immediately move as if it were its Movement phase."

Temporal Surge, from the new 1KSons book, says the following: "That unit can make a Normal Move."

The Core Rule Book, under 'Normal Move', says the following: "When a unit makes a Normal Move, each model in that unit can move a distance in inches equal to or less than the Move (M) characteristic shown on its datasheet, but no model can be moved within Engagement Range of enemy models." The rule book also lists 'Advance' as something separate to 'Normal Move'.

To me this implies the following:

1. Warptime allowed units to moved and advance (and come the new CSM book, will likely be changed to match Temporal Surge).
2. Temporal Surge only allows you to use your M stat, and you don't get to advance on top of that.

Am I reading that right?

Warptime got FAQ'ed a while ago to no longer allow you to advance, I think. So it's basically the same as it was post-FAQ. No advance, no fall back.

edit: Yeah, it was in the Jan 2021 FAQ: https://www.goonhammer.com/ruleshammer-special-update-the-january-2021-faqs/

Ah! Rulebook FAQ. One place I didn't look.

Ok, that clears it up. All extra movement like that is a 'Normal Move', so no advancing. Weirdly the Swarmlord allows advancing. Ok...
