So what forces would you like to make - but haven't for whatever reason?
Personally? I've long thought a Rogue Traders' force would be interesting.
I envision such a force as an eclectic mish-mash of (Imperial) stuff.
In the past this generally wasn't even possible ruleswise.
But here in 8th/9th? It's gone from sort-of-possible last edition to more-possible & somewhat functional in 9th.
•In matched play it'd be difficult & week.
•It's a bit more doable in Crusade (though still likely week)....
I haven't built this yet not because it'd be week, but because it's rules are scattered all about & I haven't put serious enough thought into making it work.
BUT its simmering in the back of my mind & our current Crusade only has 4 more weeks to go. So maybe build something new for use along about May/June???
How about you?

Tyranids and Astra Militarum: always loved the armies and the models but I already had an horde army and I couldn't afford collecting those factions as I only aim for complete collections. They both also look pretty boring to paint IMHO. I might love to buy full painted and relatively cheap 2nd hand (huge) lots though.
Necrons: also boring to paint, basically one colour army. Like the aforementioned factions I'd only get them through a huge full painted reasonably cheap 2nd hand lot.
Adepta Sororitas: prices are too high for those girls IMHO, and I'd love to kitbash a lot with these models, so not even 2nd hand lots are an option here.
Overall my reasons are just the very same two issues: cost and tedious sessions of painting models that might look great once finished but they're not that fun to paint in bulk since they all look the same.

Admech and Orks.
I'm just collecting, currently "Guard and friends", but on my wishlist would definitly be some Admech units. As usual what kept me here is hobby time and quite some IG stuff I want to build and paint first.
For Orks I would like to some day dive deep into kitbashing, converting and building some of the crazy 3rd Party Ork stuff that is out there, including the Kromlech Gargant and the lots of cool Ork Models from Puppetswar. Here what keeps me is that I don't have that much experience greenstuff- and kitbashing skills which lets those projects seem a bit "out of range" currently. In the sense of: I'm a bit afraid that I will not yet be able to build and paint these things in a quality I'm satisfied with.

Actually none up to a Knight army with just a few models. This is certainly on my wish list.
Basically I play Aeldari (incl. my beloved Biel Tan), Necrons (I like the look), GK (since 5th ed) and BA (since 3rd ed).
Horde armies, also Daemons, are not my thing, too many models to assemble and paint.
SM armies are generally boring, CSM always had a delivery problem.
Tau are shooting only, not my play style.

Probably any one of the Eldars to be honest. I did get Craftworlds battleforce years ago, but this was when mass-Wave Serpents were becoming a thing and the thought of having to get another 6-7 of them just put me off. Same with Dark Eldar and 'Quins, bit of repetition in the lists.
Hopefully if you can combine Craftworlds, 'Quins and even Corsairs in the new book as the rumours suggest, I may give it another go.

I thought about that stuff, and said Nah i am done giving GW any more money.......
then i discovered epic scale and 3rd party minis, then built every army i ever wanted to for 40K for a fraction of the price GW would charge for full scale.
I ended up with

Okay I'm just sorta collecting and doing guard and friends, got 1 armiger complete and some cultists and a heap of stuff that is not tableable. I'm a bit of an Imperialist, so don't expect much variety, lol
Hmmm where to start?
Imperial knight household themed army, complete with marine equivalents, scions and guardsmen, modelled as steam punk Prussians. Probably Victoria miniatures, dreamforge Valkirs as marine equivalents would be awesome. Probably walkers from Mortian for tanks and transports, all kitted with liverly like the knights.
WW1 themed Praetorian column complete with some rolls royce armoured cars to act as sentinels Empress Miniatures Indiana Jones tank as leman russ proxy.

Corsair eldar: reason is their codex was completely butchered when I was getting started with building an army.
Armored Krumpany orks: rules support for that army type has been systematically stripped from the army over the editions, so by the time I wanted to get started all that was left that wasn't some kind of mad max buggy-equivalent was the looted wagon and the battlewagon.
Sisters of battle: I was already playing eldar and nids back then and didn't want to dilute my hobby focus too much. Sisters being insanely expensive, pewter-only and completely neglected didn't help. Automatically Appended Next Post: Reading back that sounds more negative than intended, although it is true. To balance that out a bit: I did get started with a small armiger force later on. I loved the thought of an all dreadnought army but found the sm dreads too slow. The armiger models are great!

considering that firewarriors' guns can count as pistols in melee and suits will be able to use their weapons in melee in the next codex, the sky is the limit on how you want to use them.
Personally, I always wanted to do an IG army with Mordian heavy weapons and command squads painted grey and black, with catachan infantry blobs wearing white and yellow. (If anyone can take a hint, please don't say it).
Currently I'm working my way up to an AM auxiliary for my Chaos Knights with cultist and brood brother models in place of regular IG (as for how to justify it with the ally chart? I'm fine running them as IK and normal AM). Complicated with the fact that I'd currently prefer to trade, and cultist models are bloody hard to come by.

Plenty of them, but the last edition of Kill Team allowed us to have our cake and eat a muffin instead.
For example, I'm a fan of Tau Pathfinders and Stealth Suits, but they can only be taken as elite and fast options in 40K, and I'm not sure I can mix them in the new edition. However, KT'18 allows me to do exactly that, so long as I don't exceed the 100 points nor 20 model limits.
Because of this I went crazy with other factions and kits I would never have entertained; Necrons, Harlequins, Space Marines and Drukhari. I can't stand the Deathguard asthetic, but even they ended up in my collection!

So I tend to think of my collection in detachments that can fit together rather than whole armies.
Greyfax and the SoS- In rhinos with scout moves (Mobile Witch Killers)
Draxus + Fortis Team, Watch Master + Proteus Team (Deathwatch- Scourge of the Alien)
Karamazov & Priest + 6 Penitent Engines + 30 Arcoflagellants (Penitent Legion)
Celestine + 3x Seraphim + 3 x Zephyrim(Wrath of the Angels)
This is why all of the anti-allied rules (purity bonuses for army and now subfaction) really bugs me. Choosing and army of themed detachments is fun and fluffy. Building an army from individual units is less engaging for me.

I want to build a full Tzangor and tzeench demon army... but they seem pretty bad power wise, so maybe if they get a buff down the road i will work on it. That or if i cet bored and run out of paint projects but my backlog is pretty big

By the way, that's a great idea... Picture me surprised that I didn't get it. There is one project spooking in my mind of building "river crossing" or "beach landing" diorama of an IG force with Gorgons and (amphibic) Chimeras, supported by LVT-4s and some M3 Amphibies (amphibious ferry/pontoon bridge vehicle). I always thought "No, you could only do that if you had muuuuch more space and it would be pretty expensive to get a couple of each vehicle and take ages to paint.". But in epic scale... damn, that would be pretty doable with my current hobby space. Thanks for planting the idea!

Oh, where do I start?
Genestealer Cults - love the look of the models and the concept. Having a bunch of mutates taking down supersoldiers and the like appeals greatly to me. Their game mechanics seem fun and different too. But starting a horde army from scratch? In this economy???
Harlequins - The only eldar models I actually like the look of plus a playstyle that is VERY different from my current armies. Would be a pain to paint though.
Thousand Sons - Because who doesn't love MIND BULLETS? But I've already got a big Death Guard army, some having even more chaos power armoured dudes seems redundant.
Sisters - Again I love the model range, but their play style is kinda similar to Death Guard

I had a huge IG Armoured company way back when, absolutely rammed with Chimeras, Sentinels, Basilisks, Russes of various flavours and later Valkyries and Vendettas when they became a plastic kit. I fell away from the hobby for a long time and foolishly ended up selling all of it, along with most of my Orks.
I've built the Orks back up to their former glory and beyond, but I do miss my Guard force.
I'd love to build another Armoured Company of Russes, artillery pieces, baneblade variants, etc. But I can't justify the cost or the space for them any more. Especially when I'd love for some Knights to back them up.

I'd like to do:
Catachans, with a Predator kind of vibe
Nids - love the coconut crab schemes that are going around at the moment
Daemons - love the riot of colour of a 4-god daemon army
CSM Night Lords - just because they're so cool
Tau - had an idea for a winter-hued digital camo scheme, even bought the airbrush stencils, then my regular opponent bought a ready-to-go Tau army off eBay...
SM Salamanders - have the SM half of Indomitus kicking around, just need to get on with it
Craftworld Eldar - love the Biel-Tan colour scheme
Necrons - want to do a Nihilakh army in the classic Tomb Kings bone and teal / turquoise colour scheme, not sure that's going to happen now my son is collecting them as his main army
Sisters - again, just cool
Then from the fantasy side, I rather like:
SCE dragon riders - painted as D&D Dragonlance Solamnic knights
Slaanesh
Idoneth Deepkin - possibly painted as deep-sea; dark colours, black eyes, translucent flesh, luminous highlights
Kharadron Overlords - steampunk zeppelin dwarfs are cool, end of
Problems are just time and money! More time to be honest, I think my backlog for my current armies is going to be passed on to my descendents for generations as it is.

Sisters of Battle and Mechanicus: love the models, but there's soooo much detail to paint. With how slow I paint (~4-5 hours per model), by the time I start either of these, I won't be able to finish before a new edition is released.
Tau: Specifically an Armored Infantry Battalion, but that hasn't been viable for a long time. Suits have been far more effective for the points, and while I wouldn't mind 1-2 battlesuits, I'd much prefer a combo of Devilfish and Hammerheads. Maybe with some Piranhas.
Necrons: Just been focused on other projects. I also am hesitant because the last time I tried a skeleton army (Ossiarch Bonereapers in AoS), I overthought and overcomplicated what was supposed to be a simple color scheme.

I like the look of beastmen, too bad half of them look both garbage and like deformed humans, not beasts. If the range was never and looked more animalistic, I'd look again. Ditto with skaven, wish ratmen had more of rat and less of men part.
As for 40K, I like how Tau battlesuit/tank army looks, too bad they went from interesting faction (newcomers to galactic scene they were on debut) to dumping ground for the worst rules writers (hey, what do you mean the mountain of cheese I dumped into the book isn't balanced?) and fluff ones (Phil Kelly's Farsight series is literally so bad I saw 16 year old girls writing Twilight fanfics output better written and more canon accurate stories). If only the army was balanced to what it used to be (none of 'broken cheese is OK because tHeY dOn'T hAvE pSyChIc PhAsE' lazy gak the faction is full of, Necrons in 5th edition somehow managed to do the trick) and returned to its roots in the fluff, I'd buy an army. Alas

I attempted a diamonds scheme but found it not only time consuming but downright miserable and too busy. I scrapped it and kept it simple with alternating colours; for example, one white leg, one black leg, or a black upper body and white legs. This way, the Harlequins are a very quick and easy army to paint.
I would however go the distance for the Troupe Master as they can be easily mistaken for a normal Troupe Player, and can do with all the extra detail they can get.

GSC of some variety.
Night Lords.
Alpha Legion with lots of cloaks and more militant Cultists.
A custom SM Successor Chapter.
A Darkoath tribe with converted beasts of burden.
A Nihilakh Necron force led by Trazyn the Magpie.

That sounds like my 4th ed tau army. i was trying to make one without any battle suits, unfortunately it was required to take a +1 crisis suit commander but the rest of the army was hammerheads and devilfish full of troops.

Knights.
I've got two Armigers as a part of that old AdMech vs Necrons box set.
I've got two unassembled knights from the Renegade box (excellent deal).
I've been eyeing out Knight Valiant but I never pulled the trigger.
I just don't find the army to be casual friendly, given the usual players I hang out with. That's why I like to play Nids or motorized GSC, plenty of targets for the enemy to shoot at and have a good game.

Sisters, Mechanicus, units to finish converting War in Heaven era Slann, krork, Necrons, Necrontyr, High Eldar, Hrud, Jokaero, and other assorted beings. I’d have lived to bought some Aeronautica Imperialis fighters and Necromunda minis, and maybe a bunch more fantasy stuff, too.
But the prices.

They seem to be alternately overpowered or underpowered, but Chaos Knights. The models can come out pretty cool so maybe as a project at some point.

An Eldar spirit host, flanderizing Iyanden by only bringing wraith constructs and spirit seers.
An Alpha-Legion force, comprised of Phobos (and scout) units only but with cool helmets. All Primaris helmets suck. But some cool Alpharius style helmet on all of them would look rad probably .
Red army style imperial guard, maybe using historical minis only. Those KV2 tanks look silly enough to be used in 40K. (In fact I'd just like to have some Red Army miniatures painted one day but there's noone around interested in Bolt action. )
A pure Sisters of Silence force. Or maybe a pure female imperial force, with Sisters of Silence, Inquisitors, some Sororitas squads and some victoria miniatures IG squads as support.

Eldar exodites. Wanted to make an army since 2nd ed, but every time I start to develop a conversion regime for the army it gets too hard and I forget about it.
Nothing would please me more than feral space elves riding dinosaurs with frickin' lasers on their heads...

For me, I'd have to say AdMech. I love their models, but they are stupidly expensive and extremely fiddly to paint (so I'm not sure I could do them justice).
I might also say Necrons, because I've had this idea kicking around in my head to paint them in kind of a Sith color scheme, with black bodies and red glowing weapons (would be very menacing on the Skorpekh Destroyers/Lord). Haven't done it because I don't want to start another army right now, especially a non-Imperial one.
