Its not. Its up there but it isn't the "pinnacle". There is a Necron device that has the exact position of every single star in the Milky Way and can remotely destroy said stars at any given moment. Star eater weapons were dime a dozen during the War in Heaven and during the uprising of the Men of Iron. The Necron can also manipulate reality using maths. Hell, Orikan the Diviner can manipulate time with maths.

The question is not specific enough to be answerable.

How "good" or "bad" tech is depends upon the job that needs to be done.

If you're trying to save a life, neither the BSF nor the Necron Star destroyer thingy are particularly good tech.

I'd say the Eldar webway would take the pepsi challenge with either of the aforementioned gadgets too if you're looking beyond weapons.

The ork species would be the pinnacle of technology, all be it biotechnology. Left unchecked it would just take over the galaxy. No one needs to push any buttons or maintain it and seemingly if you destroy it it will eventually come back.

Well, nobody really knows the true potential of a Blackstone Fortress.

They appear to be a sentience entirely unto themselves. So it’s possible that whilst Abaddon has managed to awaken them, he still didn’t have access to their full potential, as we can’t rule out the Fortress itself resisting him.

Their makers also remain pretty much only guessed at, and it’s far from necessarily The Old Ones.

Yes, we know the Old Ones had staggering technology. But so did the Necrontyr, ever before biotransference and become the Necron race.

Therefore, we can’t rule the Blackstones are being the product of another, unknown race. Perhaps one who went to war with the Old Ones and lost. Hell, given they’re sentient themselves, can we even rule the Fortresses out as being a race unto themselves?

I tend to think of the Webway as the pinnacle of tech in the 40k setting. When it was built, it was a safe, fast and effective form of FTL that had a network that spanned the entire galaxy. It even houses an entire civilization and parts of it are navigable by enormous spaceships.

Blowing up a planet or even a star seems kinda weak compared to that.

Pinnacle is hard to define. It is not pinnacle (as many people have pointed out.) But from a practical standpoint it is so powerfull it does not matter.

Pretty standard eldar technology - from the small scale stuff on weapons platforms and wraithguard up to the titan and starship sized variants. It's the scale of the weapon that makes the fortress notable.

Technology isn't exactly a linear thing, despite how it is portrayed in various video games using tech trees. And you can't exactly always compare 2 different things.

What of these is more advanced technologically? A Glock or a 16th century clock? The clock is vastly more complex and arguably requires far more skill to create. The Glock however relies on an additional 500 years of metallurgical and chemical advancements.
