Is there any way to give monsters and tanks any benefit of cover from the core terrain rules?
I know SW can do it with psykick powers. Carnifexes can get light cover bonus from their spores. But outside of obscuring I thought benefits of cover where reserved for infnatery, beasts and swarms?
They are not reserved, just not granted by the Terrain rules themselves. Other rules can grant a unit the benefits of cover, in which case those benefits apply to that unit.
