I have two questions concerning the use of Terminator armor for HQ choices. First, can all consuls use Terminator armor? Second, how good of an idea is it to have maxed Terminator HQ's? I love the idea of these massive brutes moving up the table, but is it worth it?

1. It's not so much a matter of which consuls can take terminator amour, it's which cosul upgrades the terminator centurions can take. Either way the answers you seek are on pg.24 and 25 of the Libers.
2. It's neither a good nor bad idea to have all your HQ's in terminator armour. As a general rule, most people would probably tell you terminators shouldn't be walking up the table and should have a transport. I'm not one of those people though. If you like the idea of a wall of terminators marching up the board, go for it!

As snurb stated. Terminator consuls don't have access to all consularships. (vigilator and moritat come to mind. Sniper and gunslinger)
Regardless though with consul upgrades you will spend a decent chunk on them (120+pts) and not all terminator armor are created equal. Cataphractii iterations have a 4++ and if you want to walk (which you can thanks to GW massivly boosting terminators) it is the better option. However it can't sweep enemy units, which tartaros can but that has only a 5++.
Certainly though a regardless of what you intend to field you shouldn't let them walk around alone, a squad will inevitably tie down an single HQ for an exorbitant ammount of time. Lascannons and meltas still will utterly decimate the floor with even a squad of terminators that isn't cataphractii and both weapons are very much common nowadays. (especially the 10 man heavy support lascannon squad)
It's also a question of what legion you are going for. Sometimes legion terminators are a massive upgrade and sometimes you find yourself stuck with lerna, which are not only schizophrenic but als horrendous for their pricepoint/ ppm and performance.
Regardless, if you go heavy with terminators the "cheap" tartaros squads in proteusi may well be a better iteration. If you intend to mass walk terminator armor forwards, then i recommend cataphractii. Btw, don't overlook command squads, their icon grants them line and they are a common source for ws 5.
Core issue is though, you inevitably will require power weapons of differing kinds to get the most out of them regardless of if you only run HQ as terminators or whole squads.

I have a related question. Can a Praetor in artificer armour take a cataphractii retinue squad? I can't see where it says you can't, but memories of previous editions of 40K are making me cautious here.
I'm kind of sort of considering getting the HH box set and using the squad as a retinue for the commander and schlepping them all around in the Spartan (not dedicated transport, apathetic transport?).

Yea looks like it's allowed. Keep in mind they're gonna weigh him down with -1 move and Heavy tho.

Otoh they have a better invul, which is invaluable if you intend to hunt other mean things in melee.

Well, it's not like I'm going to glue them all together on the same movement tray or something. Just a general intention.

They're also not going to benefit from Heavy, unless the praetor has a boarding shield.
Tbf a shield and melee weapon does look awesome for certain legions, but may not be optimal or fit aesthetically for some.

I quite often do the opposite: a character in Artificier armour, with a Jump Pack (usually a Herald) attached to a unit of Atrementar. I envision it as the Herald dropping in, planting a Teleportation Transponder, and BOOOOOM, Terminators.
