Is there a specific Shield Host that specializes in protecting high level individuals? For example, there’s a shield host that guards super duper bad guys. If some really important guy needed protection what shield host would go?

The key difference is they get to choose who they protect rather than being assigned by people, so they don't exclusively protect only high level targets but if anyone does it the most it's these guys.

The Custodes of the Aquilan Shield will show up with no notice and attach themselves as the bodyguards to an individual.

This could be an Astartes Captain, Lord Inquisitor, or even a lowly firebrand Priest. There is no given reason for why a band of the Aquilan Shield will protect a given individual and they will depart just as quickly and mysteriously as they arrived.

Basically they are helping the Emperor manipulate events and fate by protecting those that are foreseen to play an important role, then leaving once these people have fulfilled their role. Important individuals don't necessarily have to be of high rank.

Imagine being a firebrand Priest and Custodes turn up to protect you. Imagine right before a big battle the Custodes leave without you.

Imagine being an Imperial Guard grunt and having those absolute units turn up to protect you.

That's actually an example of their mysterious protection.

A low ranking Guard officer is going to be executed for cowardice or something and a band of Custodes show up to protect him.

He eventually rises to become a theatre commander that successfully leads a whole Crusade before the Custodes leave and he is executed for his original crime.
