@Kamikaze: Yeah, wealthy civilians. There is nothing anywhere that suggests Mr. Average-Joe-McFactory-Worker will ever be able to afford them.

Eisinhorn was refering to Bequin's treatments, which were decidedly advanced.
a person of less money wouldn't be able to afford that level of treatment, but would be able to afford something more modest.

According to DH, the average Factory Worker makes about 120 thrones a month.
An Inquisitorial agent, at the level of Bequin when she has established and operates the Distaff? She's pulling 12k thrones a month. She's fantastically well-off compared to the average Imperial citizen.
Eisenhorn himself? His income is classified. (And, in fact, they continue to be classified in the DH game).
