That seems to be the case. With CC values likely being high, limiting crits will be pretty important. So L1, L3, and L5 appear to be pretty good on that front. With L5 being the best pure debuff (and this is before we know what it does as its special).
L2 is probably going to be popular on Viral, DA, and EXP CCWs since it boosts all the dice rather than just hoping for getting an initial crit. This will be handy on units looking to deal with TAGs since HI can get up to damage 17 with these suckers (even pretty useful on e/m CCWs). Probably not terribly useful against other MA practitioners unless you are allowed to stack from other sources (if you are, the Domaru definitely has something going for it).
L4 is probably going to become the new L3 in terms of being the close combat skill. Either way things like Saito Togan ( EXP CCW), and the Oniwaban/Kitsune got pretty interesting with this option.
I wonder if mono is getting a rework. As of now, using them with MA1 and MA2 is kind of a trap since they have a static damage. Could still stay the same but it would definitely need a discount since most units with it will only be able to use it with MA3+.

Tohaa are pretty evil themselves. The Trident aren't exactly nice, and the race as a whole have decided humanity will be the target after the Combined Army. They're playing us off against the Combined Army for help for their own interests.
They don't need defectors to get more sinister black ops type units. What we've seen so far have just been the main army. These guys could be more akin to their version of the Hassassin or Black Hand.

I'm hoping we're going to be throwing more than one dice against one dice in CC. One against one is fairly risky and order consuming, should I had the B advantage I'd be fairly tempted to run my Knight even against higher MA specialists in certain cases. It's still rather silly that I have to put trust in armour instead of more useful equipment.

In the gencon video carlos confirms that CC will still be a face to face using one dice but some of the MA levels let you add dice and i think friendly units in base contact also let you add dice.
The tohaa in the CA starter are from the Trihedron which are conquered parts of the Tohaa empire that now fights with the CA. So there will be some tohaa/ CA grudge matches to look forward to!

ah okay thank you. Sounds pretty cool, and they look really sinister. The other guy in the starter (hooded guy with the force choke pose) is a new race I think I read, so looking forward to reading more about them.

There appear to be a few things at work here that make it a bit harder to conclusively tell right now.
First, MA specialists will be getting CC values that are high enough to have a wide critical range. The Father Knight was pointed at as a prime example of the new paradigm. CC23 isn't a curiosity in N3, it will be a common value of CC specialists. So right off the bat a unit like the Father Knight will crit on a 17+ regardless of anything else. This is a pretty big change since one of the big problems with CC was that it was only one die and it was emminently possible to miss (especially with MA3 practicioners).
Running some quick numbers through a calculator shows that the boosted crit range actually makes a single die fairly reliable compared to a potential higher burst (ran it as Father Knight vs. Mobile Brigada and rushing in to assault, through the open and right in to the MB's face netted a 60% chance of a wound vs. a 14% chance of the ARO succeeding; compared to sitting back and shooting a Breaker Pistol resulting only in ~40% chance of 1 wound with the same rate of success for the MB's ARO). So even without any additional CC-boosting rules (outside of Assault, but using that proved to increase the risk to the Father Knight by about 5% and brought the wound-rate down to about the same as the pistol) it is actually in a good place for an assault when it is close.
I repeat, being within 4" of a model and charging through the open now appears to actually result in a good chance to hurt something (this is not so in 2nd Edition, it only happens in extreme edge cases). So long as they make good and give all of the CC-specialists a basic CC value that can crit, things will be very interesting.
The second bit is that ganging up on things and higher levels of MA actually grant higher burst. A model with MA4 is going to be a nightmare if it also comes with a CC of 21 or more. And cheap warbands can gang up on models to gain additional dice. Assault Packs and Chimera/Pupniks will be evil in assault.
A single die was mostly an issue when CC values didn't exceed 20, because most specialist had MA3 and relied on killing a target outright with DA, EXP, or Viral. If they wiffed then they tended to get crunched (and they were outright bad against hard multi-wound targets). And the other issue was that many of them had camo, and got more benefit out of staying back and getting a nearly uncontested round of fire against their enemy before they could react. The latter isn't even a thing in N3.
And Berzerk could rarely help because AROing a shoot action would negate it. But starting with a CC value higher than 20 means you start with a boosted crit range, and crits are some of the most powerful effects in the game. This shifts CQB stuff back in to close combat's favour in extremely close ranges.
No question, it is still hard to get there and will always remain so (and this is why it will never be more powerful than shooting), but now, when a CC specialist is really close to something it doesn't default to its rifle because assault will just get it killed. In the new Infinity where it is much harder to get a completely one-sided matchup due to camo and other factors, it means that things will need to get re-evaluated. And if you spend a bit of time to set things up for the kill, a CC specialist appears to be a very reliable way of doing a lot of damage. CC weapons will be able to break the damage 15 ceiling with special ammo. There are HI that will be able to charge in with a high crit chance, EXP ammo, and 17 damage. That is enough to squash a TAG with little actual risk in return. So CC's new niche appears to be reliably high levels of damage, it remains niche because it takes a load of orders to get there.
We'll need to see a lot more to know if these measures will work, but I will admit, the quick numbers on the Father Knight vs. MB matchup surprised me. Can't wait to see what somewhat squishier CC units look like though. But the Domaru is looking like it might end up being a nasty piece of work (I really hope it can stack multiple CC abilities from different sources, charging in with a -3 from Assault, a +6 from Berzerk, and boosting +3 damage with MA2 to get a net +3 to-hit on a DMG 17 EXP CCW may be a very nice proposition if it has a CC of 23 or higher).
I'll be interested to see how existing units change (especially since most of my skirmishers are ostensibly CC specialists).

The rumor for the new sectorial fluff, is they are a Sepsitor force. So brainwahed warrior now 100% loyal to the CA and their EI overlord.
Edit: As for Mono CCW unless they make it non-crit, you would never take the +DAM MA levels anyways, you want the +Hit MA levels.

I wasn't a fan of Ko Dali's "wings" when that miniature was introduced, and I am not a fan of more CA miniatures getting them now. It looks great but way too bendy and breaky.
The same with Naish Sheskiin's staff for example, and most of the sniper rifles out there. Corvus Belli should stay away from the thin stuff because their material/scale doesn't lend itself for that (IMHO).

I don't agree, Infinity model would look stupid if the bulked up, it a big enough problem with oversized weapons as is.

Wallace with Highlanders was rather nasty before, especially if opponent took 8 of them, now he's just bananas. Possible Shaolin link team should also be rather brutal. I'm really looking forward to N3 Daturazi too. I wouldn't want to run Father Knight against a Ninja or MA 3+. If he uses assault he'll be hitting on 17, never mind the Ninja who will have 20 to hit, under current status. Seems better to get a flank, close range and liberally apply shotgun to the face. Against other units, frankly he seems like an overkill and how many Nomads run Riot Grrls and Mobile Brigada in general army? Nomads with their techno and stealth sorcery. Again not to sound too down, because I like what I've heard about CC rules so far.

To expand a bit on Ronin_ex's post, I've been running some numbers based on CC troopers with CC23 and the MA3 modifiers - and even in the worst case it's still pretty reliable with one die v. one die.
CC23 with MA3
+3 CC but no modifier to the enemy because they're shooting.
No visual protection at all, not even Mimetism, let alone TO Camo or ODD.
DAM12 normal ammo, so no special CCW.
Charging a line trooper with BS11 and a Light Shotgun (for +6 BS).
11.5% the CC trooper takes a wound.
53% chance the line trooper takes a wound.

Start adding anything like Camo or a CCW with DA/Viral/ EXP ammo and it's vicious even with one die.
Just to shift it even more in favour of the CC trooper, all the existing dice calculators are based on 2nd edition handling of attributes over twenty - Bostria said they now add the amount over twenty to the die roll meaning that the modified CC26 trooper is adding six to their roll and can't roll lower than seven.
Although I do agree, you wouldn't want to send the Father-Knight in against an actual CC specialist. Joan, on the other hand...

The thing wrong with Muyibs and right with the new unit are the weapon loadouts. The lady Hassassin has got an HMG, a ML and a Sniper Rifle on the Concept chart. All the things the Hassassin Bahram lacks.
