Introducing a new Imperial Guard elites choice:

0-1 Commissar Training Squads: 110 points

Unit Composition: 1 Commissar and 9 Cadets
Wargear:
Commissar has a Bolter, Bolt Pistol, and a Close Combat Weapon
Cadet: Lasgun, Close Combat Weapon, and Las Pistol
All have Frag Grenades and to ensure that the Cadets live during their training, the entire unit also has Refractor Fields for a 5+ invulnerable save.

Special Rules:

Such is the resolve of the Cadets to be accepted that the entire unit has Fearless.
The Commissar leading this unit has the Get Back in the Fight!, First Rank Fire! Second Rank Fire!, and Move Move Move! orders.
The Commissar is like a Platoon Commander and can issue 1 order a turn, however his orders may only be issued to this unit with the exception of Get Back in the Fight!, in which case the Commissar is considered to have a Command Range in inches equal to the number of models in this unit.
Finally, the Commissar in command of this unit is entirely concerned with the training of the Cadets, the Commissar may ignore any challenges without penalty.

Forward to Victory!:Friendly Imperial Guard units gain the Stubborn special rule if they are within X inches of this unit, where X is the current amount of models in this unit.

To Become a Commissar
You have the possibility of gaining an additional Victory Point in games that use them. In order to be worthy of such a momentous commendation and bonus, a Commissar Training squad must earn 10 merit points. Over the course of the battle, notate the earning of merit points as follows:

Commissar successfully uses “Get back in the fight” on a squad falling back.......4 points
The squad survives with at least 25% of its original composition......................2 points
If there is a Lord Commissar in this army, he will automatically give you............3 points
The Commissar slays an enemy character in a Challenge..................................5 points

-Note that any Cadet that survives in a squad that earns 10 or more merit points has become judged worthy of becoming a Commissar!-

Options:
Up to 2 Cadets may replace their lasguns with:
Flamer or Grenade Launcher: 5 points
Melta or Plasma Gun: 10 points

The entire unit may take Krak Grenades: 5 points

The Commissar may replace his laspistol or close combat weapon with:
Power Axe, Maul, Sword: 10 points
Power Fist: 15 points
Plasma Pistol: 10 points

Dedicated Transport:
The unit may take a Chimera for 55 points

I like it. Seems fairly balanced and fluff. Problem is, what roll would it have an in IG foot list?

Could give it a stubborn bubble or something.

Well the elites section in the IG book is boring to me. Actually what I think I would like to do is turn it into the closest thing that the IG have to a "dedicated" close combat unit. I.e the unit could purchase power weapons and all that. I will update it and see what y'all think.

Probably have it so that any cadets could have a Heavy Chainsword, or up to 3 could have a power sword, axe, or mace.

The merit points are an optional thing but I might make it mandatory. Again, it's mostly a fun thing.

You can't make T3 A1 models a dedicated assault unit. They will die, unless you stick them in an assault vehicle, which the guard don't have.

Even then they would be at best one-hit wonders. They don't have any survivability at all.

Hmm...fair enough. Well in that case I do like the idea of the Stubborn bubble equal to the amount of models left in a unit. If I added in that and made the merit points a standard rule, what would you cost them at?

Maybe 120 points? Possibly keep them at 110.

Also I'd limit them to 0-1 for fluff reasons.

Yeah, for 110 points and 0-1 units sounds like a good balancing factor to me, plus it makes more sense according to the background.

Just fixed everything up. They seem like a pretty fun unit. Of course they're most useful for the possibly Victory Point and the stubborn bubble, they are a great support unit. However, ultimately it's still 110 points for 10 T3 5+/5++ save infantry.

Why not give them some sword parry flavorful rules (Comissars are famous for that) that turns them into a glorious Melee tarpit?

With the 0-1 restriction it gives the Guard something useful, flavorful and fun.

I like the stubborn bubble idea, I mean it would probably motivate most guardsmen to see a squad of commissar cadets fighting alongside them.

I would change the SGT slot to a Lord Commissar. Not just a Commissar. Why? If there is a guy teaching a group of up and coming cadets, it would be a Lord Commissar, just like Caine. I would rather see a Commissar Caine and gunner Jurgen choice over this.

Fluffwise it isn't a lord commissar (at least not all the time). Besides that a Lord Commissar has more important things to do than teach some kids to fight, like rallying an entire fleeing regiment.

Hmm, I really like that! However the only problem is I feel that this unit has enough special rules as it is, but I will see what I can do.

Buttons had a great reply for your comment, though I do want to say that I certainly understand where you're coming from. This is why in the "to become a commissar" special ability, having a Lord Commissar in the force automatically gives you merit points as he judges the character of the cadets for their actions during the battle.
