I'm aware that the standard Salamanders Marine has skin that is dark- jet black due to their geneseed. Is there any documentation of when this process actually occurs? My question is...would Scouts be early enough in their development where the dark skin would not manifest or is this process relatively instantaneous?

The reason I'm asking is that I can't recall if Salamander Scout squads appear in the fluff at all, let alone what their skin color would be.

Well, that would all depend on when they get there gene-seed implated.

If they do it like the blood angel or blood raven, and get fully transforme to a space marine before then even done scout armor, then they would have there dark skin.

Or if they do it like the wiki says, and get the implants overseveral years, then its possible that they keep there original skin color until that gene-seed gets in there.

I'm not too farmiliar with the salamander recruiting/training/implatation process, so somebody else will have to fill in that informartion for me.

As far as I know, regardless, humans from Nocturne have very dark skin (what we call "black") regardless, so it's not a swing from pale as snow to black as onyx

Im pretty sure its because of the radiation from their home world. It has nothing to do with geneseed.

Actually, it does.

The radiation of their homeworld interacts with the geneseed, rendering the pigmentation of their skin jet black.

The Raven Guard have the exact opposite effect going on, with a flaw in the geneseed turning them marble white.

I think it also turns there eye's into ruby ontop of the onyx black skin. Which is something that not even the radiation do to the people.

So the overall answer? Uh, well, perhaps ask someone else, how about asking on a forum? Oh, right, uh...

No.

The problem stems from the fact that the previous edition of Codex had the Salamanders painted in an African skintone, while they were described as having coal black skin. Very likely, the painters were told that they were "black" but someone forgot to specify it was not the natural looking skintone of actual humans rather than an unnatural and freakish skintone.

Salamanders have had black skin for as long as I can remember.

The scouts skin would be jet black and the eyes red.

If you paint them this way and post pictures you should expect to get some low votes and hate in the comments. My Salamander army has some pretty good ratings and comments with high praise, except my scouts; because I chose to paint them the way GW says they look in the current canon.

TL: DR jet black skin.

On Nimbosa, cramming as many guardsmen into troop carriers as possible.

In the tome of fire trilogy, there was a scout from another planet that was recruited to the salamanders, I forget the name of the planet, but it was the one that they got stranded on in the first book.

No, the geneseed actually has nothing to do with their skin tone. Well, a little, but not all of it. Their Melenchrome organ, reacts harshly to years and years of Noctourne's radiation which turns their skin black. So, as soon as the Scout had the Melenchrome organ implanted is when he would start getting coal black skin.

Coal black skin is 5th edition thing, they had normal skin before that. Also, in the new Marine Codex only helmetless Salamander model has perfectly normal dark skin.

Coal black skin may sound cool, but it actually looks crap on models.

From the tome of fire series, the scouts were dark skinned, but not jet black. They are all recruted from Vulcan according to the novels. The eye colour changes after geneseed implants.
