I think you could do a fairly cool ogre kingdoms style race in 40k, would have to be Carfull not to place them in the same theme of orks.
Bigist issue with a primitive race would be how they travel around, hmm spontaneous warp travel nomads ? Don't think that's even possible in 40k lol.
Unless you did an alliance of two races from the start, one primitive by choice, using there alliance to stay up to spead on what they needed I think it would be realy hard to find them a place, but doable

I like the idea of a race of sentient creatures that are crystalline or organo-rock based. Make them highly tech based, but capable of lots of morphogenic configurations (big rock monstrous creature with crystal shard spiked axes {all part of their body} all the way down to rock-shock troops about the size of a human).
Their version of a "tank" is a platform of rock "shields" held together by induction/repulsion fields and force fields.
Their warcry is "Rock Slide!"

My second idea is a race of fox looking humanoids (like the kitsune). Make them have a fuedal society loosely based on samurai culture but put that culture through the 40k time warp, into a futuristic hybrid between druidic (nature) magic and cyber/cyborg enhanced technology. Tanks, transports, and some heavy support/fast attack could be large animals with cybernetic enhancements and rider/passenger platforms.

Having issues thinking of something that hasn't already been covered by the races already present/common fan-codices like Corsair Eldar, Kroot or Squats. I wouldn't mind seeing an army of centaur. They would have tech somewhere between the Imperial Standard and the Tau Standard. Infantry would focus on stick and move tactics using something akin to the energy-bows that made an appearance in the Horus heresy novels. Fairly though, sticking around T4 but occasionally hitting T5. Armor would be about like the Orks (fairly low/average but with some heavier options). BS bouncing between 3's and 4's (even distribution between grunts and elites). Assault units would focus on two-handed weapons (Poleaxes / Glaives) and be built around devastating charges instead of protracted combat. Tanks and Jump infantry would be few and far between but Artillery and support platforms would be abundant. What tanks they did have would be Skimmer (but not fast) and focus on quantity of fire over quality. No walkers. Society would be Far Eastern (a mashup of Mongol and Bushido.) making WS average between 4 and 5. Long lifespans (180-215 earth years) if they can survive their tradition-bound society which often calls for overly harsh punishment and duels to the death over family honor. Reside somewhere just north of the Tau empire (Have made contact and are discussing joining for the greater good). Very few psykers; what psykers do exist are shunned and killed as they are abnormalities and threaten the family line. Exceedingly patient and tenacious, they typically wait until they know exactly what the situation is before making any major decision. Society controlled by a few privileged "houses" with an otherwise lack of government. ICs have special rule "Bushido" (+1 WS during challenges). Assault units sport Do-Maru type armor. Skin tones ranging between Dark Red and Salmon with hair colors ranging black, red, grey and brown. Numbers per squad average 15-20 for troops and 10 for elites. HQ have very heavy armor and many elaborate markings and masks. Typical battle mantra: "To slay an enemy with a knife in the back gains victory. To slay an enemy in honorable combat gains victory, honor, and the destruction of your enemy's morale." Ok, feth this. I'ma go make a fandex for these folks. EDIT: grammar

Heres my plan
A quad armed reptilian race that dosn't breath oxygen so needs to have flight suits/space suits. I was thinking sort of like that chick from Mass Effect.
They could have multi legged walkers for their tanks and use heavy fighting suites.
As for weapons I was thinking of something like sonic based or lightening based to get away from lasers or solid projectiles.

big dudes (wrex from mass effect?) with huge shields that operate in similar way to the Roman Legions; they advance with the shields, have short-ranged weapons, and have some siege weapons. As for playing, it might be too boring as a gunline though.

Seeing a squad of veterens swoop in in a Vendetta, secure the area, deliver that math assignment, and extract within 2 minutes would be freaking sweet.

Man, I'd think 2 codices a decade is long enough for people. :-/ Wouldn't it be nice to see the Eldar as a respectable army again? There's always some poor old codices left in the dust with the number of armies they have now. I wouldn't want anymore unless GW starts proving it can do something about the codex creep problem they already have.

I guess a fun topic for discussion, but that's about it.
How about current armies with an updated Codex... BEFORE 7th edition!
Although 7th will probably hose everything, or half of them again anyway.
We don't need new Armies, we need a solid rules set with up to date codex so ALL armies are competitive, not just the flavor of the year!
Sorry..... BUT, it was a very short rant. I know several that want Dwarves returned!!!

I'd like to see some new and mysterious race introduced that's different enough to offer a real alternative. In the SM codex there is a chapter mentioned called, I think (I could be wrong on this), The Iron Knights that's supposed to be guarding a part of the galaxy that is home to a race that has, cryptically, 'devastating biological potential' that would be horrendously bad news if the Super Prawns got their nasty and vindictive little (well not so little I s'pose) mitts on them; hence the SM's guarding their home part of the galaxy. I'm totally intrigued by this and think they could do something really interesting with that.
Failing that, the Hrud, definitely.

You're thinking of the Barghesi who are guarded/confined by the Iron Lords who prevented Hive Fleet Kraken from obtaining their destructive biological potential.
Pretty much a codex with army-wide Rage, Furious Charge, Hatred, and Smash since they're just that pissed off all the time.

I'd like to see more diversity in the Chaos codexs. IoM has something like 8 codexes by themselves. I'd kinda like to see a few more chaos marines codexes or maybe a traitor guard codex.
I'd also be interested in seeing races like the Kroot get their own "Mercenaries" codex. Come up with a few different races to fill out the ranks and flush out the codex and have it able to ally with anyone but tyrinids as allies of convenience or something (not quite battle brothers). Maybe they should have a slightly higher point cost because they are mercenaries, but they should be very specialized in their roles.

Here are my top three:
Squat-like beings should return as a stand alone race.
Space Skaven should be their main antagonist - make em fight over warpstone flying around on comets and the like.
A xenos race that's made of various energies and plasma's rather than conventional matter.
Maybe these already exist? If they do, can you point me to them?
