Replace this entry with “This vow affects all friendly models
chosen from Codex: Black Templars except Neophytes and
vehicles that are not walkers.These models have the Rage
special rule.”

Does this mean that everything except neophytes and vehicles that are not walkers have the rage special rule? Or only neophytes and vehicles except walkers have the rage special rule..

The models it lists as the vow affecting, the former.
