MCchrystal was NATO commander on Afghanistan at that time. His ROE was very restrictive that it put all troops at risk. I caught the date of the article after I made my first comment. The ROE literally came down to someone getting shot before anyone can return fire.

Sounds ridiculous. You can't tell Marines (royal or otherwise) to not shoot the enemy the second they come into his sights. I know the mission is changing focus over there, but certainly not so much that the Taliban aren't an enemy.
