This is a very situational tactic to use against dark apostles, though I think it might be fun(ny).
Since all units within 6" "must" use his LD, you could use something like IG psykers to cause a LD2 bubble to appear in the middle of your opponent's army. Then sit back and laugh at all the scaredy marines running in all directions!

And sure deny the witch and all of that makes it not foolproof, but you have to admit it'd pretty funny.

He is fearless, his unit is fearless, but all CSM units within 6" must use his leadership. They aren't fearless.

Im taking allied guard for my cultists anyway. cheaper and better.

Incorrect. Weaken resolve only needs a psychic test to pass, and have a fail on deny the witch. There are no to hit rolls on Weaken Resolve. Therefore we cannot use fire points to use the power anymore :(

I know right? better guns than cultists, easier to make them hang around than cultists (cheaper too, and doesn't suck up a HQ slot!), more tactical applications than cultists, gives access to valks, vendettas, LRBT's, artillery, Ogryns ( lol), Marbo ( lol?)...

I am going to take 1 unit of ccw pistol cultists and the rest auto/lasgun IG allies.
Thinking a platoon of 20 lasguns low cost long range specials(grenade launcher, autocannon).
A PCS with a bunch of flamers, perhaps in the vendetta
A vet squad with 3 meltaguns
marbo
vendetta
basalisk(I have one and like the look more than LRBT)
CCS with some minimal upgrades.
36 bodies for 700 points. Ill take it.

that's a fair bit!
I was going to go 20-30 bodies, no upgrades, commissar, maybe 2 blobs
PCS with either 4x melta or 4x flamer in chimera, as a mobile melta squad is great against deepstrike/pod shenanigans with hard targets, and 4x flamer is cheap and effective
Basilisk or LRBT, thinking more LRBT due to toughness and presenting a big fat target etc.
CCS for the obligatory HQ
get my hard tank, a horde of cheap bodies, and avoid flyers like a champ (non of my friends have AA yet  ). The naked blob (blob with just a commisar) has worked well for my friend in the past, just as meat, so it fits the role of cultists except...better  small things, like going to ground then getting back into the fight via orders.
