Approximately two weeks ago, the member Cowm stated that rules would soon be available for the wargame that did not require dice, and linked unit creation with wargaming. It was called Battle Fortress.
The rules have now been finished ready for people to play and give feedback through our site:

I skimmed over the rules. I was a little skeptical at first, but it looks interesting to be honest.
One minor sticking point, and I do mean MINOR, since it's fluff: In one of the futuristic armies, you mention them being from the "Eastern part of the Milky Way". You can't really use geographical location descriptors based upon magnetic poles outside of some sort of magnetic field. That is to say, once you break orbit, East becomes relative quick.
You might be able to work out some cool coordinate system based upon the rotation of the milky way over time to correct for drift. Perhaps a 3d radial coordinate system, somehow based upon the theoretical supermassive black hole at the center of the galaxy?
Or I could just suppress my disbelief.

We will certainly be changing the fluff for that section, and maybe a map to show the Milky Way with co-ordinates etc as you suggested.

Thank to all who have tested the game,
We have been given some briilliant suggestions to add to the game and good reviews, including from our younger players who found the game excellent in starting in the wargaming world!
Please keep sending us feedback, good or bad, its all useful to us.
Hopefully there will be a battle report on youtube soon for those who have not yet seen the game in action.

Battle Fortress is a new miniatures table-top war game aimed at answering some old questions...

This first edition of the core rules for Battle Fortress introduces you to a fast paced table top war game with two big differences:
• You can use any scale of models from 6mm to 54mm
and
• No dice are required
This is a game that can be played anywhere, from the dining table to tournament size war gaming tables. The size and style of the game can be adapted to suit the space and number of models available.

The no dice mechanic for Battle Fortress means that every unit has a set movement distance (dependant on terrain), set shooting range, as well as lives. There are different rules for each unit but the game works on the principle that a fully trained soldier/tank commander can successfully aim, shoot and hit their enemy.
It may sound too simple, but was an instant hit with the local gaming club's younger players and helped them to get into more complex games which do use dice i,e, GW.

It does and it doesn't..
If there is no element of variation, why would two people build their forces, take the time to set up the table, deploy, and then the guy who bought the better stuff would win.
I mean using it as a learning tool to get young people into games is a great idea, I mean I've taught 6 yr olds how to place table top games... and without the variance of luck on the side of the dice it doesn't make sense to play it once you understand the concepts of dice games.

I got the ruleset and read through them. The FLGS is interested in using them as in indroduction into tabletop wargames for new people that have zero idea how any game works. It will be a nice transtion from RTS to TT games.

Well, to be picky, "Chess" doesn't have a randomization element. I guess this game just needs to be built such that there's no incentive to keep using the One True Winning Strategy. In chess it's because there's always going to be a counter for a specific maneuver.
I like random elements, but a game without them could be interesting.

Sorry if I didn't answer the question fully Alf.
The game could be considered similar to chess, as each model has set movement , shooting power etc; except that units are created every turn (up to three a turn, depending on how many provisions are saved), certain units are required to help the construction of more powerful units, and players can use super-weapons to aid their cause.
So, even without dice, there is still variation and no two games are ever alike.
