So 3 units of long fangs for SW? The green tide for orks? BA razorspam with fast vindicators and Baal pred support? Guard blobs with leaf blowers?
That's not only how the army is played but also how the fluff and army design goes.

What is exploitative about an enemy throwing away 200+ points to get power weapons in a few units until you blow up one of his HQ choices?

It sems you misunderstand both the meaning of cheesy, and the full rules for the tally, as nothing gets Power Weapons at all. All units effected get their FNP boosted to 3+, allow no armour saves at all, and gain the Notioux Touch Daemonic Gift.

As for the list you posted, Long Fang SPAM and Leaf Blowers are powerful, Green Tide is simply standard, and Razor SPAM is no longer really existent, but none of them are cheesy, and none of them certainly warrant the title of 'douchebag tactics' which is the only real issue in this thread here.

Maybe I am just more open to the idea of crazy lists and min maxing. These are what many people bitch and moan about ad nauseum on this site about. I have seen people label each of those lists in the past as douche lists. Cheesy has nothing to do with douche lists but testify has equated the two.

This being a case of crazy list is bad according to some.

My bad, not power weapons, ignoring armour saves. 13 years of power weapon = ignore armour save kicking in there.
I read the tally, thanks for trying to talk down to me. It also does more than you posted but the only one of real significance to me as someone that will be playing against this type of list is the ignoring of armour.

It's not the size of the blade, it's how you use it.

This sounds like a fun tactic. I think i would model my nurgle gun emplacement as some sort of crazy demon thing with a big old mouth waiting for the corpses of the the cultists that Typhus is about to slaughter. Probably also model the ADL as a piles of corpses too.

I guess my question is, aren't fortifications purchased via the org chart considered "friendly" in the same respect as Allies (ie, can't target them for shooting or assault)? I may have completely overlooked it, but I can't seem to find where it states fortifications are neutral.

I think it has to do with the fact the Aegis Line specifically is not a "building" but "battlefield debris", so once deployed onto the table it becomes in all regards a neutral piece of terrain that is only "yours" because at the moment it is probably heavily surrounded by your own troops. If you aren't in base to base with the quad gun it can't fire, and if an enemy comes into base contact they are able to shoot "your" own quad gun at you. I don't have my rulebook on me at the moment, but that is the rough argument. Even though you purchase the fortification as part of your FoC, by doing so you are simply guaranteeing there will be one on the board and in a position favorable to your army, it is not one of "your" units.
