Two Face and crew going for cheap on Miniature Market, $26 when crews are usually $36. Get that and some cheap heroclix for batman and some sidekicks and a few cops and you are good for a starter.

I know there's the licensed scatter, but I've not been able to find anything that's really "modern city."

I've always felt that Impudent Mortals terrain would fit the bill. My only qualms is that the buildings aren't utilizing the inside of them. I can understand not making all the floors usable, given the height of them but at least using a couple floors or insides would be great.
Other than that, really anything industrial, more so than modern, works better. When you start mixing in some of the licensed scatter, you can modify most scifi buildings with paint scheme that makes anything feel like Batman. Some of the Microart stuff for Wolsung can be converted like the century flats and brick buildings.

just a bit of a warning, Wolsung is a tad small for BMG, not by much (I still use it and I think it looks great) Just figured I'd put the info out there in case people need it to be perfectly to scale.
Sarissa Precision works great with their Cityblock terrain, Impudent Mortal just did a KS with modern terrain built with Batman in mind as well.
And if you want Batmobiles in the proper scale Eaglemoss does a range of 1:43 Batmobiles which is exactly to scale with BMG

Sarissa makes some nice products, though I will say that I have been consistently underwhelmed by the price/quality proposition of Sarissa buildings as compared to other laser cut MDF terrain products on the market.
Litko makes some modern city buildings as well. I don't have any personally, but I have seen them in person and the quality is good.
Sarissa products, to me, tend to be on the delicate side, and the lines are a little...precise, which I suppose may be what Sarrisa is going for.
What I mean is that Sarissa's engraving tends to be narrow, shallow, and very angular. The surface texture of the buildings I have didn't respond particularly well to dry brushing and washes, and the fiber board is pretty light weight. A Sarissa building takes a lot of work to look 'lived in', and the composition is often cold and very technical. Sarissa's products also tend to be a bit spendy for single layer MDF terrain with no interior details.
In terms of design, the Sarissa products I have are designed well, but not as well as those of some of their competitors, such as 4Ground. Kits go together reasonably well and the kits include decent instructions. That said, construction can often be a little fiddly and completed buildings feel like they won't take a drop test very well.
4Ground's products are hands down the best in terms of laser cut MDF. The. Best. There are some kits in the WWII range that might be useful, although not terribly apropos for Gotham. 4Ground excels in the design of its products, which are not merely pre-painted, but more importantly are double walled with interior detailing, functional elements (such as working doors), and a three dimensionality that you don't often see in laser cut MDF. Just great products all around.
Game Craft buildings, some of which would work for Gotham, are decently designed and comparatively cheap. Good for table-filling volume.
The Wolsung products look pretty darn awesome, and I have a Shatytown set, but I haven't opened it up yet, so I can't comment too far on quality. The fiberboard looks good and the pieces seem to have nice character. Don't know how well they go together or how well they hold up through gameplay.

We're learning how to add detail without adding cost. Most likely it'll be of the budget variety, but we don't have a problem doing more expensive showcase pieces. Our steamboat, for example. The guy who did that can work miracles, I swear.
Personally, I really want to make up one of the predator encounters from the Arkham games on the tabletop. I'm leaning towards the room in City where you get Freeze's armor.

Not implying. I'm doing conceptional work for it at the moment, but there are a lit of higher priorities right now. General Batman stuff is priority at the moment. Also, I'm not the lead designer for terrain. Don't hold your breath for the interior table, but keep your eyes peeled for the exterior stuff.

Yep, that's a tournament legal crew, I can actually go smaller if I wanted as well, It's a skirmish game so you can go swarmy with more henchmen, or more focused with more expensive guys.
It's very objective based though, so you can really screw yourself if you spread yourself too thinly.
Least amount of minis I can do for 350 points (Standard Tournament size) is 3 models, max is probably 12-15ish if I stuck with super cheap guys

Gang size in BMG tends to be 10 and under, even at tournament level 350 points. (I am fully convinced that 350 is the tourney number because then a player can use the full Watchmen list, which is only 5 models.)
"Character-driven" crews (like Batman, Green Arrow, Watchmen, and maybe Penguin) tend to have around 5-6. Henchmen-focused crews (like Police, Two-Face, and especially Joker) can get to 10+ models.
Remembering the full rules expect the game to be about taking and holding tokens for long periods of the game. Therefore, more bodies tend to do better, though the first official BMG tourney was won by a Watchmen crew a couple months ago.

All of the models I had prior to them releasing the rules officially are on 25s....and I'd really love to not have to change them.

there are currently 6 different Batman models, each with their own rules. The one I have shown is the 1960's Adam West Batman; weakest of the options, but also the cheapest (75 points). On the other end, there is the Batpod; fastest model in the game, biggest gun in the game; tied for most points in the game (150).

I have not had any issue with the bases. There are few moments when it would change anything--charges, number of models in contact, maybe distance for light or shooting. If there's a discrepancy, I give preference to my opponent.

I bought the Batman rulebook on a whim at a local-ish store Saturday night, the only one they had left (surprisingly I also got Alfred with it!). I haven't paid too much attention to the rules yet but I think the book is really nice. I wasn't really too interested in the BMG before but flipping through the book and looking at the models is making me change my mind. The fact that you don't need many models to play is great, too.
What I really like are those huge buildings on page 6, especially the reflective "windows" on the brown building. I'm assuming they're scratch-built, but I'd love to see a company like 4Ground start putting out buildings like that. Though I hate to think how expensive they'd be.

We've for some stuff in the works. I'd like to get those skyscrapers to $50. We've got a 24 inch steamboat we managed to get down to $65.
