Lets say the emperor wakes up brings man kind into a non xenophobic age and request a sit down with the leaders of the necrons, tau and eldar. They all work out their differences and the emperor, silent king, Eldrad and the other craftworkd leaders and Aun'va all ally share technology and become "The Ultimate Necron Imperium Tau Eldar Defence Force" (the united force). It's assumed the silent king has unified the necrons for this.

Could they as a combined force rid the galaxy of chaos, nids and orks? And how would they fare if the enslavers returned?

Note* this is not a discussion about wether this would, could or should happen. It's assumed it has happened and they're all getting along swell!

Well, for what it's worth, wasn't the Emperor one of the main proponents of killing the gak out of all sentient Xenos in the first place?

That said, the presence of the Emperor alone would likely get most of the job done. Dude's kind of a big deal.

Yeh but for this it's assumed common sense has prevailed and he realized tyranids, chaos and the possible unification of the orks by ghazghkull mag uruk thraka has made him reconsider his stance on the other guys. He's also super proud of his acronym and wanted it to have a real purpose!

Well, Necrons and Eldar wouldn't be friends, but other than that I could see that sort of thing happening if the Emperor came back. He's kind of basically a god, diplomacy isn't too tough for him. You'd see the Imperium of Man and the Tau traveling through the Webway and avoiding the Warp altogether, and you'd also get bolters that shot explosive ninja stars propelled by fusion technology, or something similarly ridiculous that would only be S5 on the tabletop.

You're assuming a) that the Emperor has the same view of the world that you do, that b) any of the major races trust any of the others, that c) any of the major races would agree to sit down at the table, that d) the meeting wouldn't devolve into shooting before anything got decided, and that e) even if the meeting got off the ground you're talking about trying to make four cultures who have deeply ingrained beliefs in their own superiority sit down and cooperate with people that are fundamentally their mortal enemies.

Nope, entirely too much bad blood, xenophobia, racial supremacism, arrogance, hot-headedness, and a crapton of other boundaries to get anything done.

Either that or the summit does convene, only for Abbadon to drop the Planet Killer Mark 2 out of the Warp and blast them into next week, leaving all four to blame each other and resume the shooting.

This is 40k. There's no easy, simple "why don't they just team up?" answer to anything.
