How do I buy them for my devastators?

At the moment only Chaos have access to Flakk missiles

You don't. Only CSM Havocs can get them atm. Besides, they arent worth it, way too expensive.

Buy an aegis line or fortifications

Unfortunately only orks have reliable anti flier atm (lootas, TL rokkit spam, Dakkajets... Nothing hunts fliers like dakkajets ).

And the heldrake can vector strike flyers... and flakk missiles are another cheap AA unit...

Who cares that the flamer doesnt hit fliers? Vector strike is the thing to use vs enemy fliers. And flakk missiles arent cheap. Buy a whole ADL instead of 4 flakk missile launchers. Much better deal.

autocannons work better for me with more shots and a lot cheaper.

You either take IG allies for Vendettas, a Stormtalon, a fortification, or go to Aeronautica for help. Slap a Whirlwind launcher on a Land Raider, it becomes a Helios with a Heavy 1 Skyfire/Interceptor Krak missile. Whirlwind Hyperios has the same weapon, but it's a regular Whirlwind model. The Contemptor-Mortis Dreadnaught is a Forge World model, but it's a fairly tough (AV 13-12-10, 5++ Inv against shooting attacks) and can have two twin-linked autocannons and a Cyclone launcher that become Skyfire/Interceptor if it's stationary. The Hyperios launcher is a stationary tiny platform with a Whirlwind launcher and a Heavy 1 Skyfire/Interceptor krak missile taken in batteries of 1-4 as Fast Attack.

So, even before allies, with Aeronautica the Space Marines actually have a halfway-decent selection of anti-aircraft fire. With allies the IG have an absurdly ridiculous amount of anti-aircraft weaponry out of Aeronautica as well as Vendettas, and as far as your Allies of Convenience choices go the Eldar Phoenix is murder on any vehicle with an AV10 facing anywhere due to the sheer number of shots it can put out (12 S5 and S6 within 24") and the Nightwing is ridiculously cheap for what it does.

Wait 'til next year when they release a Loyalist codex with access to AA, buy an Aegis line or Bastion and a the fancy gun that comes with it, buy some fliers, or go ahead an join kayhoss. C'mon, you know you want to.

Or, failing that, just buy a LOT of guns that can put out a serious amount of firepower. If you roll 20+ dice, then there's a pretty good chance you'll get a few 6's

Blast weapons can't hurt flyers at all.

Your missile launchers need 6's to hit. If you're feeling lucky, go for it. Plasma Cannons won't work at all.
