Armory: 100 pts
Medium Building: 13 all around.
A Bastion that has had its interior given over to the storage of war munitions and other vital supplies. To make an Armory, assemble the Bastion without its mid section.
Weapons: none
Access points: one
Firepoints: 4
Special Rules:
Ammo Dump: While occupied by a unit, non-vehicle friendly models within 3" of the building, including any models occupying the Armory itself or its battlements, may count all their ranged weapons as twin-linked. In addition, any non-ordinance one-shot weapons(including combi-weapons) do not use up their one shot while their wielder is within 6" of the Armory. If enemy models occupy the Armory, the enemy can benifit from the Ammo Dump rule.
Explosive: If the Armory suffers a Detonation result, apply the following result instead. All models within D6+3" of the building, including those on the battlements, suffer a Str7 AP- hit. Treat this as a shooting attack originating from the building itself. Models inside the building suffer a Str10 AP2 hit, place surviving models within 2" of the building. Replace the building with a crater, this counts as both difficult and dangerous terrain.
Options: May purchase any one of the following,
Quad-gun: 50 pts
Icarus Lascannon: 35 pts
Comms Relay: 20 pts

That Ammo Dump rule is a pretty powerful force multiplier for any gunline army. Some units (such as Lootas, Big Gunz, and Long Fangs) could easily become obscenely good with this fortification. That being said, it does force a gunline player to choose between it and the ADL, so it's got that much going for it. The one-shot weapons getting more than one shot is fine, imo.
I don't think the points cost is the issue so much as the 6" radius. I think if it were limited to only the unit occupying (or otherwise "controlling") the Armory it would be fine. As it is, it just encourages you to put one model from each of your shooty units within 6" of the Armory for Twin-Linked goodness.

I agree that it's a little too strong. Imagine a GK army with 60 strikers nearby, all of them twin-linked.
Instead of all units, I suggest make it D3 units within 6" (in addition to the unit occupying it....thus, it's actually D3+1 units). You roll at the beginning before deployment when you set down your fortification.
Also, I think you should consider the restriction that vehicles and units embarked in vehicles don't benefit from it.
Lastly, you might want to give it some type of spectacular explosion effect when the fortification is wrecked or exploded. After it, it is housing ammo within. Maybe something like +2D6" explosion instead of +D6".

I changed the Ammo Dump rule to effect only non-vehicle models.

It's undercosted.
You're essentially giving every unit within 6 guide. Eldar pay out the ass for the chance of giving one unit guide.
I would change it so only the occupying unit is given twin linked and the other benefits.
In it's current state, with it's current options, i would never not take it. That's a bad sign for rules design.

Maybe only twinlink the shot of people inside/on the armory, and all units within 6" can re-roll to hit rolls of 1?
Also make it clear that it is any unit that can benefit from this effect, including enemy models.

I would make it so that as long as you control the armoury, 1 unit (and only 1 unit) gets twin-linked each turn. As is its just absurdly powerful.

Reduced the range to 3", still effects non-vehicle models. That means only MODELS within 3" get twin-linked. So that particular model has to be close to get the benifit.
Made clear that enemy models can take control of the Armory, although it was possable before.

I'd say drop the AV by 1 (to 12 all round), +1 on penetrating hits (to represent the volatile nature of the ammo), and change it from models to units. There are very few things (that I know of) that are restricted to models and not units.

I like the idea, just needs some of those tweaks. I'd bring it back to a 2" ring making it only work for models that are close enough to be tossed ammo from inside.
Make it a bastion armor, but with a low number of models that can occupy it(~6 to 8) but counts as open topped for armor pen purposes.

I 2nd this. I would say that if the capacity of the interior building goes down, you lose the emplaced weapon and the twin linked only applies to the units inside or on top sounds pretty good. If you also add that it can "blow up" I would say that you could cost it close to the price of a regular bastion or maybe a little more.

I'd say get rid of the fire points altogether and force people to sit on the battlements in order to fire weaponry. Justification for this being that, should stray enemy fire or even enemy weaponry, like flamers, manage to make their way in through a fire point, then they're likely to set off the ammo stored inside. Because of this, I'd also count the battlements as recieving the S10 AP2 hit, too. You've seen what explosions can do to buildings from the thread in OT, imagine what a volatile ammo dump exploding would do to people standing directly above it.
