I was going through some Eldar posts online on other forums when I cam across someone who said that the Avatar was a psyker.

If this is true you could use him with wraithlords so that you don't have to worry about them being inactive for a turn. So is this person wrong or right?

He is a psyker. But not as good as Eldrad.

In game terms he does not have the psyker USR. So no, he cannot help steer your wraithguard/lords.
