I am for once, so help me god, basing models! in more then just dirt. Grass, rocks, roots and the sort.
So with Grass like this, and terrain like this(see below). What is the best material to use? Opinions and tips/tricks are always welcome. Currently working on a static grass applicator so i can make the grass stand up. Also best internet site/ local site to buy? Also Resign bases yes or no? any jungle types recommend and the sort. Please and thanks dakka!

Resin bases are fantastic, especially after I did my entire GK army on cork (took forever)
My favorite bases right now are from secretweaponsminitures.com
Also Scibore (I think that's how its spelled) makes great ones too.

For long grass, I feel like recommending looking at either Aquarium plants, and Artificial Turf (lawn material). You can get samplers ( like this which would be ideal for this (just trim it to the length required). For the rocks... little chunks of stone from the garden / street, apply some PVA, then apply some static grass.

the green flock made buy woodland senics and some others is just painted ground (torn) up foam like from a chair cushion or something. Just add that to some rocks. I found this website called basecraft something their in the UK but they have some pretty good selections on basing ideas. Maybe another avenue is model trains they have some crazy good stuff for diearamas

For the grass I can recommend grass mat railroad modellers use. I have a piece of this 10mm long grass mat which can be cut and looks almost exactly like in the photo.

I'm not really sure what you mean with the rocks. Those rocks are pretty big so are you going to do terrain? Or do want like smaller versions of those rocks? For smaller versions you can just use gravel. For slightly bigger (still small to fit into a 25mm base) I would an egg like shape from gs then coat it with extra fine sand and then a coat of toilet paper (moist from thinned down pva).

Best way to make slate for modeling, is roll out a sheet of Milliput Black (might work with other milliputs) and snap bits off, as detailed here by Mechanicum Jon.

I have some large brushes that i use for smaller tufts. Just buy cheap ones from a dollar store, snip a few hairs off at your desired length and pva them to the base. I add a dash of brown or green ink to them as well.
This works great for small tufts but a whole field might take time.
