When I was recently converting my space marines to their much cooler evil brethren, I thought it would be awesome to have an army of the prince of pleasure. They would all have jet packs or wings and burns everything to the ground with flames, because it makes them feal tingaly inside. The issue is that tactical chaos marines can't take jet packs and Raptors are fast attack. Cultists arn't really what I see in my mind with this army so how would you guys recommend balancing Raptors as a troop choice.
Currently I am using a custom mark which must be taken on a chaos lord to "unlock" them as troop choices similar to how thousand sons or the other elites can be taken as troops. The mark gives no other bonuses and cost 15 points (same as the other marks in the codex).

I have played one game with the raptors as troops and won handily. To be fair my opponent (tau) deployed his units within assault range on turn 1.
Making The Lord only need a jet pack seems to easy to me, because he needs one anyway to keep up with the army anyway.

On the other hand, you are using a 15-point "tax" to get them in instead. That's not and earth-shatteringly large cost above just a jump-pack.

I guess the root of the question would be is 15 points fair. That is the same point cost for making elites in the codex troops, and you get a single stat bonus on your HQ as well.

Instead of adding a mark, which doesn't have much precedent here, you can state something like: "A chaos lord without a mark can make Raptors troop choices by purchasing a jump pack." Or some other more eloquent way of stating that

That... that is what I get for posting at work...
Mark of Khorne gives Bezerkers as troops and Rage + Counter-attack
Mark of Nurgle gives Plague Marines as troops and +1 toughness
Mark of Slaanesh gives Noise Marines as troops and +1 Initiative
Mark of Terror [My home-brew one] gives me Raptors as troops with no stat bonus for the same price.
My thinking is to overpay that way no one in my group will think I am trying to smurf. I do see marks as having precedent in the 6th codex, but don't have any experience making my own rules.
Is what I am doing fair? How would you do it? Just taking a jetpack doesn't feel right to me but like I said, I have no experience.

Well, everything is reasonable at the right points cost. That cost is going to be subjective but I can tell you for sure that 15pts to essentially give all chaos marines in your army a jump pack is not reasonable.
If anything I'd go with 15pts per raptor/ csm to give him troop/ JP. That way you'll rarely run into someone saying it's imbalanced.

Honestly Raptors kinda got screwed this edition. With VotLW raptors are 19 ppm while bikes are 21 ppm. Bikes are a ton better. I dont think taking raptors as troops, without any restriction would be that unbalanced, but to have it be unlockable I like that a chaos lord has to have a jump pack. If it needs more restriction then a chaoslord without another mark takes a jump pack.

raptors already have jump packs, the issue is making them troops instead of FA. No one is talking about allowing every model to have jump packs for 15points per army.
a raptor costs 17 points, 19 with VotLW
a CSM costs 13 points, 14 with VotLW
the difference is that raptors have fear(useless) and a jump pack. so with veterans they cost 5 points more than CSM mainly for the jump pack. Their marks and icons are also more expensive. Making them unlockable doesnt seem overpowered.
