IIRC in theior background they are one of the deleted legions (Along with the reasonable marines)

Hmm, I always viewed Blood Angels as being much angrier than Templars... "Black Rage" and all that. Are the Templars zealous, stubborn and fanatical? Sure. Angry... not so much. Hell, I'd say Space Wolves and Dark Angels have more reason for anger management issues than Templars (which, when you boil it down, are simply a much more literal manifestation of the Astartes ideal wholesale - crusading space knights). And that's without getting into the traitor legions...

BA aren't that angry. Their "rage" refers to battle frenzy. That's not the same thing as just being mad. The BT -- now they are constantly pissed.

Again, this seems to be an issue of battle frenzy. Outside of combat, the Minotaurs are simply aloof. The BT by contrast are screaming about hatred and faith all the time or at least that's the impression I have.

See I see the BT's and Minotaurs in a similar light, both are indoctrinated in the absolute extremes of which arm of governance they embody. While the BT's scream litanies and fervently love the Emperor by repeatedly engaging in final defloration of life with powerweapons and other sharp objects into forms of the impure, they aren't constant raging lunatic and do not meet the requirements of being "Angry all the Time". They are like other chapters and ardently prepare themselves for battle through meditation and calming hymns. They are very lucid when they take their vows. They also mediate and pray extensively upon their fleets. The Minotaurs are similar, but more down to earth instead of praying constantly. They are feared across the galaxy to be the High Lord's Hounds on leashes. Release them upon an enemy and none save the Emperor can stay their wrath.
