in the book betrayal, they mention that the world eaters can take a legion specific unit called "rampagers", now with the realease of the deathshroud as a probabel death guard specific unit will the world eaters get anything similar maybe even devourers (world eaters equivelant to deathshroud?) or should i custom make them? what are your thoughts?

They can take custom weapons called Caedere weapons, but those have no model out yet. Might want to either wait on a Caedre kit, or at least wait until we know what those look like enough for you to kitbash.

Do these "Rampagers" have an enty in the HH book as a usable model or are they just mentioned in fluff?

Unique World Eater unit with unique rules. No models yet, though.

Then I would say it is likely they will come out with a model at some point, no idea when though.
