i played someone the other day who had a space marine hold a regular flamer in one hand and a chainsword in the other i didnt care cause it was a carefree fun game but is that allowed?

40k is permissive ruleset. If there is no rule saying you can't do something it doesn't mean you can.
More to the point it doesn't really matter. As long as you remember that tactical marines have bolt pistols and not cc weapons you're fine. Assuming it was a tactical marines.

Well technically he shoudnt have a chainsword but a Bolt pistol.
But it dosent really mater, there is barely any difference.

While technically not allowed, it doesn't really change anything. The Chainsword is just to look cool, just remember that he actually has a Pistol and a Flamer.

The flamer and the chainsword are not "2 handed weapons"

If a model can have both (Like a Blood Angel honor guard model) then modeling it like that is no issue.

A space marine can lock his weapons to his armour with magnets. So he will hold the flamer to start with then holster it and draw his pistol/chainsword.

This is why the rules let him carry lots of weapons, but he can still only use one at once (per phase)

The underlined is a bit misleading.

If said marine has a pistol/chainsword combo, he uses one to attack with and gets a bonus attack for wielding a second CCW when locked in assault.

To the OP, calling a weapon a two-handed weapon or a one-handed weapon is only a reference. Look at it this way: (most) models can use two "hands" worth of weapons at a time, because that's what they have- two hands. So something like a Bolter or a Flamer is all they can use when they are shooting, if that's the gun they have, because it takes both hands. And if they have a single close combat weapon, like a chainsword, then can use that if they are trying to fight something in hand-to-hand at some other time.

When a model legally has more weapons than it has "hands" to hold them all at the same time, it's assumed that the weapon they aren't using "right now" is holstered, or slung away. But the model can be assembled so it has them both out at the same time, like in your example, just to look cool.

You can equip with anything, so you can hava a boltpistol, bolter, close combat weapon, whatever else the unit entry allows, but if you use the bolter, you may not use anything else, if you use the pistol, you can then charge and use the chainsaw. Though the last two clauses are a bit obvious.

It is important to note that some weapons (such as the Eviscerator) are 'officially' two-handed weapons in the rule set. So I have a Canoness with an Eviscerator and an Inferno pistol modelled on her. She could shoot the pistol and then assault, but she will never get the additional close combat attack from having that pistol.
