Ok rules say they pyskers cant draw line of sight thur gun ports/ fire port. but how about acess port like the top of the rhino, chimera, and valkires and vendetta..? is it legal?

no, you cannot draw LOS through an access point

but on valkires and vendetta you add the hvy bolter to the acess point . the door is now open. it just stay thur firing port. not thur acess ports.

There is no rule allowing you to use psychic powers through a vehicle's access point which means that you can not do so. You can only do what the rules allow you to do.

You are allowed to draw LOS through Fire Points. There is no allowance to use Access Points, so you may not use them. That simple

Mind you, OP, 40k runs on a permissive ruleset. You can't just say that "Hey, my Psyker can see out of the vehicle through a door, therefore I can fire out!"
