Not sure what you mean by small warmachines but Ogres fit the rest of your catagories perfectly.

You can get a top notch Ogre army for pretty cheap.

2 battalions, 2 boxes of Mournfangs, 2 Ironblasters, a pack of Sabretusks, and a Slaughtermaster will get you a 2500 point army without breaking a sweat.

Make 2 of the Leadbeltchers from the battalions into a BSB and a Butcher and your army is complete.

Dwarfs and Chaos Dwarfs have the most war machines. O&G have a lot as well. Empire might be good for you if you use cavalry. They have quite a few machines and can be good in tournaments. They are also broad enough that you can take them in different directions and not be bored.

They are found in the Tamurkan book that is put out by Forge World. The models are also found on Forge Worlds website.

They are accepted as legal by many tournaments and most players.

Forge World is not Finecast. They use high quality Resin. finecast isn't real Resin.

None of your current short list would be what anyone would conside top tier In any semi comped tournament (HEs go from mid tier to top tier really with the addition of Teclis a wizard lord who many consider to be wayy to OP)

You however must understand that in a game of WHFB its the player not the list who wins most of the time so dont worry about choosing a weaker army if your willing to learn how to play it.

The dwarf battation is decent value as a few of them will give you a good amount of dwarf warriors with two handers and a couple of organ guns both great choices. The missile troops are less usefull but are fine to take in small units just for the extra drops.

Tombkings also have a decent battalion but your going to need alot of models so its a mute point.

Vampire Counts are one of the most expensive armies to play so I would not advise them.

As for bretts Ive no real idea but alot of the range is finecast and so I would rule them out.

Its a pity you dont like DEs they are cheap to play and very strong atm with a great battalion.

Damn I cant wait to the GW legal team codex comes out now there is a dex that will conquer all.

I think TK are pretty competitive. But there are lots and lots of them.

My friend plays dark elves so that's what ruled it out

The upper tier armies are Lizardmen, Dark Elves, Vampire Counts, High Elves, and Ogres.

Although keep in mind the difference between a top tier army and a middle tier army is very small. Skill and the individual list are far more important.

I would not consider lizardmen to be top tier more of mid tier. Also deamons and WoC are the best armies
