I am going to be referencing the Forge World rules update here: http://www.forgeworld.co.uk/Downloads/Product/PDF/i/Impgupdate.pdf (Page 4, Long-Range Scanner Squad)
The squad consists of a Guardsman, and the Scanner itself. While the Guardsman has a profile, the Scanner specifically "cannot be targeted for attack". Does that technically mean that even though the Guardsman himself may die, the Scanner will not and will continue to function as if nothing had happened, and that the squad is technically not wiped out and no VPs are awarded for its death?

The scanner isn't a real thing. So long as a guardsman in the squad is still alive and in range the scanner will function. Once the last guardsman has been killed remove the scanner model. This is the same as the heavy weapons platform in an Eldar Guardian squad. It's only real job is to indicate that the scanner is still functioning and as a point to measure distances from for it's effects.

But where in the rules does it state that?

Its old anyway, as it has stats for the saber being AV rather then the updated IA Aeronautica stats that they have wounds. It does state it has crewman,

I think the scanner remains in place, but the abilities are actually of the "crew" (as the scanner itself has no profile to attach the abilities to), and as such the abilities are lost when the crew dies, and the useless scanner stays as terrain.

If you're going to use Forgeworld rules you need to accept that they're often written even looser than normal for GW and house rule things that make no sense. This is especially true for older rules.
The scanner ceases to work without crew is HIWPI.

Do agree with the above, in IA4 it is artillery in 6th ed once the crew are killed the artillery is removed, granted it doesnt state that the scanner is still artillery in the update just a immobile vehicle.

Strict RAW that version is indeed indestructible (excluding sweeping advance).
How do mixed vehicle-infantry squads work?
