I love Blood Ravens. The played all the DoW 1/2 games and have painted my army towards that end (no special characters from DoW though), and i really think that chapter of the Blood Ravens real world fame or prestige should maybe have rules or a special character for the codex in 6th edition. Barring that, it would be cool for a special WD to come out with a small number of Blood Ravens rule/units, like a 2 man codicer libby group and a extra tax to make your Chapter Master a LvL 3 Libby-in-Chief, then add Gabriel Angelos as a new captain charactor and have a tax to make him the Chapter Master & Libby-in-Chief.
EDIT: I realize that there are also other well deserving Chapters, maybe even more worthy than the blood ravens, like Iron Hands. I'm just letting my fan-boyness come out, as well as make a cool suggestion for GW in the future, heck IH could be included too.

GW actually made rules for Gabriel Angelos at one point (although, they were biased in writing it). I forget where they published it though, but they also made Boreale (who is 125 points, and MUCH less serious. One of Boreales special rules involves his baldness. It makes any unit shooting at him use Night Fighting, and he is counted as having a Searchlight since he reflects light. Yeah. Im serious)...

Godsplitter: This sanctified Daemonhammer is a Master-Crafted Thunder Hammer (see Warhammer 40,000 rulebook) that was gifted to Gabriel during the Tartarus Campaign, this weapon was made as an anathema to anything daemonic. This weapon ignores a Daemon's invulnerable save and reduces their toughness and strength by 1 for the duration of the game with every successful wound caused by this weapon. This cannot be replaced.
Plasma Pistol: See Codex: Space Marines. Can be swapped for a Master-Crafted Bolt Pistol for free or with an inferno pistol for +5 points.
Artificer Armour: Armour save included in profile above. This cannot be replaced.
Iron Halo: This holy icon projects a powerful shield around the bearer. Gabriel receives a 4+ invulnerable save, this is shown in his profile above.

My Foe Shall Fall!
In lieu of his normal attacks, Gabriel may instead perform the following attack: Gabriel swings his Daemonhammer with all his might at a single enemy, causing massive damage to his target but he may only make 1 attack. Roll a d6 when assaulting, if the result is 1-2: his attack will automatically miss. If the result is 3-4: his attack will count as S10 and roll an additional d3 for armour penetration, as well as ignoring his opponent's armor save. If the result is 5-6, his attack counts as S10, rolls an additional 2d6 for armour penetration, and Gabriel's target cannot use armor saves for the duration of the game (including against this attack).
My Faith is My Shield!
This ability applies only to Imperial allies. Gabriel stands as a shining beacon of the Emperor's faith and fury among his brothers in arms, inspiring them to fight on with greater vigor. Every model in a unit joined by Gabriel gains a 5+ invulnerable save. This ability does not apply to units that already have an invulnerable save that are either innate or from wargear. Conversely, all Chaos-aligned units within 24" of him, enemy or ally, suffers from a -2 Ld deduction, to a minimum of 5.
Retribution
Gabriel fights to redeem his chapter, the Blood Ravens, from the sins of their former Chapter Master in the eyes of the Emperor and the Imperium, and will go through great lengths to see that fulfilled. This ability automatically gives Gabriel the "Feel No Pain" rule. Additionally when Gabriel is killed, he also has a chance to be resurrected back into combat. Roll a d6 on his death, if the result is 4 or less: Gabriel dies and is removed from the game as a casualty, if the result is 5: Gabriel comes back into the game with only 1 wound, if the result is 6: Gabriel comes back with all 4 wounds. If Gabriel is successfully resurrected, he will continue his previous action before he was incapacitated. This may be repeated until a number lower than 5 is rolled or the player does not wish to use this rule.

Gabriel burns with zealotry whenever he is in the field of battle. Whenever he is deployed to the field as reinforcements via deep strike: he and his retinue can assault on the same turn they enter the field and gain Furious Charge on their initial charge, they may only do this if they did not run or shoot in the preceding shooting phase however.

Gabriel Angelos is an independent character as defined by the Warhammer 40,000 rulebook. He cannot join fast-attack squads.

Astartes-Pattern Baldness
Captain Boreale is so bald that his bald head can be seen by his Batul Brothars shtetioned in SPEHSS and even in the warp, who are pruhpared to deep strike at any moment, allowing them to use it like an improvised, bald, locator beacon to better their chances during deep striking. All friendly Space Marine reinforcements entering the field using deep strike will not suffer scatter if they are deployed within 10' of Captain Boreale. Additionally, all friendly Space Marine reinforcements entering the field using deep strike may re-roll scatter so long as Captain Boreale is deployed.
Additionally, his bald head can intensify light at a surprising level, rivaling that of the searchlight commonly mounted on vehicles. Boreale automatically attacks as if he is using a Searchlight wargear during night fighting, exposing him to the enemy while illuminating their position to his allies. Enemies also ignore the night fighting distance check and gain +1 BS whenever they attack Captain Boreale and any squad he is attached to in the shooting phase while night fighting. If not night fighting, any unit that shoots at Captain Boreale will have their BS reduced by 1 point.
Additionally, any laser-based weapon shot at Captain Boreale at any range with a Strength of 3 or less can be deflected by his bald head. When hit by a ranged laser weapon with S3 or less, roll a D3. If the result is 1: the attack is rendered as if it was a normal attack, if the result is 2: The attack is deflected and is rendered null, if the result is 3: the attack is instead re-directed to the attacking unit as if he is shot by his own weapon with only armor and invulnerable saves applying to the attacker. In addition, the attacking unit may not use their armor save if they shoot Captain Boreale while in assault phase.
Stehl Rehn
Captain Boreale has mastered the tactic: Steel Rain. All friendly Space Marine units may deploy as many of their their reserves entering the field using drop pods during reinforcement.
We are the Empra's fureh!
Captain Boreale aspires to embody the Space Marines as the Emprah's fureh. Any unit captain Boreale joins automatically gets +1 BS, +1 WS, +1 T, +1 S, and the Furious Charge special rule. Additionally, Boreale chants out his infamous battle cry during the charge, stunning enemies and granting him and his squad the initiative during the charge. This ignores any wargear or rule that prevents them from doing so.
Bald and Foolish
Captain Boreale is both bold and foolish. He and any squad he is attached to automatically gains the "Stubborn" special rule.
Todeh the enemeh is at oua doar!
Captain Boreale is ever alert and so are his troops. Any unit that infiltrates within 20' of Captain Boreale may be fired at or charged by the nearest unit capable of doing so, even if it is still the enemy's turn.
Independent Character
Captain Boreale is an independent character and follows all of the rules for characters in the Warhammer 40,000 rulebook.
Leader
Boreale is an inspirational and lulzy leader of men and can join any squad except those wearing Terminator Armor or fast attack squads

Well, GW also said that the rules were incredibly cheesy and weren't meant to be taken TOO seriously. They just did it because fans were bugging the heck out of them to make rules for Angelos and Boreale. So, they did.
Your acting as if WE wrote these rules. HELL NO. We at least know a cent of balance. This was all GW hahahahaha, so calm down and complain to them

It's cool. I understand the rage, they seem like something written by a 12 year-old fanboy who wants to OP his favorite characters. They exist solely because /tg/ (4chan board) wanted rules so badly they mass emailed/mailed GW. GW gave in and made them just to shut up the fans hahaha.

I just editted to make a more believable entry, as the one GW made seemed over the top, just to satisfy the /tg/ guys. I would accept anyone who had Gabe with this profile, right in between the OPness of Pedro and Calgar.
Maybe on any extended break ill try to make a fandex to go by you guys.

I like those edits much more. That seems like a much more believable character, and I would honestly play him over the GW version. I would be interested to see if tournaments would allow the GW version as it is technically GW published rules for Codex:Space Marines....
About Godsplitter. Yes, while the edits make it much more balanced, pure-fluff wise it is supposed to be the most powerful Daemonhammer known to the IoM. Something about how it was crafted using parts from an Eldar Craftworld and stuff, typical Black Library OTT writing.

Well even though Space Marines seem like Super hero Mary Sues (in taking lots of punishment) in fluff, they drop pretty quickly in TT.
If you showed the TO the original source for the Gabriel rules, there might be a chance he could let you use it. I would show him the original rule and then show my edited version, it would make the game more balanced, and still would make him dangerous as a CM. I would take the edited rules over the original if i was a TO.

Just copied down my edited rules and made an excel sheet with the applicable rules and points costs for model and upgrades. This is an edited version of the initial rules published by GW which i though were over the top. These rules are hopefully better for an actual table-top 40k game, and the Blood Ravens have a special Character.
PS: and I would endorse any Iron Hands Special Character and rules that people put out there, as well as Blood Ravens.

Not to mention that the rules i edited were post the our Lord and Master Games Workshop. The rules i posted here are nerf (slightly) as to as good as Calgar, w/ more rules and be cheaper then Papa Smurf. If you have a problem with the rules GW posted, complain to them or try out my version.

Changes:
Lowered cost by ten points
Made Power Sword Standard and made Godsplitter an upgrade
Lowered My Foe Shall Fall! additional armor pen on 5-6 to just 1d6
Changed Furious Charge to Stubborn, kept Counter-attack
Generally the biggest change was the 1d6 on MFSF, had more armor pen then even a half range melta, now in line with melta. Made him cheaper if you wanted just a power sword chapter master with lots of rules, but kept the hammer very close for those with the points to get a beast.
