Yes. Ultramarines are the ultimate army. If you play Ultramarines you automatically win the game, unless you're playing against other Ultramarines, in which case you both win.

The short answer is no.
The long answer is that while some lists and codexes are better than others, there is no such thing as a perfect list. A perfect list is one which has a 100% win percentage against any list other than a mirror, which in a game of luck is impossible. You can't even make a list with a win percentage greater than 50% against every other list because you can always run into a list that is tailored specifically to beat this 'ultimate list'. For example, it is somewhat accepted that the three most powerful lists in the current metagame are IG Aircav, Necron Flyerspam, and Space Wolves Longfang spam. While all three lists are good, particularly against take all comers lists, they do have weaknesses that can be exploited. Necron Flyerspam is vulnerable to lists that can compete with them for air superiority, such as IG and most armies with access to forge world, as well as that have the potential to wipe the Necron player off the board after turn 1. Longfang spam is extremely powerful, but is vulnerable to flyer heavy lists, Terminator Heavy Lists, and lists that aggressively spam AV14 (though not as weak as they used to be). Chaos Space Marines are a particularly tough matchup since the Helldrake is seemingly designed to kill MEQ's trying to hide in cover, particularly since the new FAQ has made them a contendor for one of the best units in the game (they would still loose to Vendettas, but they are closer in power). I don't have much experience with IG Aircav, but I suspect that they would be vulnerable to horde armies with access to AA, but I'm not sure what else goes in the list other than 'VENDETTAS", "MORE VENDETTAS", and "Mandatory troops/HQ choices IN VENDETTAS". I also suspect that the list could be beaten by a good Necron player who REALLY spams the heck of of scythes, but again I don't have much experience with the list.
So in short, there is no ultimate army. If you really want to power game (and if you do I doubt I'll be able to pursuade you otherwise), I would probably suggest IG with a ton of vendettas, but don't expect the list to auto-win, and don't expect it to stay top dog. People always find counters to the most powerful lists, and they also might become outdated by the next codex release. Draigowing was arguably the best list of 5th, but when 6th was released it became 'decent', and Longfang spam were nerfed from broken to 'kinda broken' by metagame changes (although not as badly since the SW codex is a poorly balanced mess). And if you are a bad player the best list won't fix the problem. You are often better off picking an army you like and learning how to play it well, since that success will always stick with you, rather than pick up the flavor of the month and hope that GW's latest oversight carries you to enough wins before you have to spend another thousand dollars getting the new in army.

Why would that count for anything at all? Neither army really lends itself to the other the way IG/Tau would with a CC army like Orks or something.

OP guy, the question your asking is pretty hard to answer. You can easily find peoples opinions of things online and glean from there however no amount of effort will save you if your bad at this game. We have had more than one person who has ran to 'flavor of the month' builds and armies, sometimes even short selling whole model collections.
They probably will never get to a point that any army will be a power army for them. I suggest you find the army you like best and work your duff off reading tactics for those armies and play a bunch of games trying to get good with it.
