As per topic. My friend says they don't because it doesn't list their arc of fire in the rulebook.

Firing arcs only apply to vehicles, and the quad gun is not a vehicle. Like every non-vehicle model it has a 360* arc.

Theyre not a vehicle. They even have non-vehicle stat line, which is a big clue

it has a 360 firing arc as others have said. all other shooting rules apply. Shoot it with a character to get called shots.

i think your friend just wanted to cheese you.
If it doesnt have a front/side/rear armor value, its not a vehicle. Only vehicles have firing arcs, thus if he can see the target/is in range he can fire it regardless of which way its coming from.
Not to mention: the quad gun is on a turret. You arent suppose to glue that down to the box it sits on, it spins freely.

Well, to be fair, you started off by saying firing arcs only apply to vehicles, and ended by saying that infantry have a arc of 360... Which completely contradicts itself.

Sigh. Do we really have to waste time on nitpicking the fact that I didn't put the second 'arc' in quotes and make it explicit that it's being used in the normal language sense of "where can it shoot" and '360* arc' is just a shorter way of writing "infantry can shoot and see in any direction", not the specific rules sense of "where vehicles can shoot"? The meaning was perfectly clear:
Vehicles have limited firing arcs (sometimes limited to 360* in the horizontal plane) depending on the weapon type/location/etc.
Non-vehicle models have no such concept and can see and shoot in all directions.

That's a nonsense reply, and the nitpicking over "arc" was only added later because you couldn't just drop it and accept that you made a nonsense reply.
