Is there any way I can get missiles for my chaos marines without buying havocs?

Missile launchers are available on Regular Marines and chosen (in limited numbers) and on Helbrutes. If you want the Srength 8, Forgefiends are good. If you need the AP 3 too, try Noise Marines with Blastmasters.

However, none of these have Flakk missiles, not sure if thats what you meant.

I mean that I need to model misiles onto my csm without buying a havoc pack. Is this possible?

You can always buy missile launcher bits. they should be relatively cheap.

There are a couple different third party bit sellers and even ebay.

Forgeworld has some decent weapon kits for pre-heresy marines. Works out really well if you don't like the spikey marine look and prefer the more old fashioned feel.

GW doesn't generally sell individual weapon bits. Your choices are a 3rd party manufacturer as noted above, ebay, swapping with friends or making your own. Missile launchers are pretty simple tubes so you could easily make some out of some plastic tube of appropriate diameter.

and they are easy to make from hunter killer missiles

Just came out this week and i was really happy as i can now mass produce long fang squads at will without having to buy a whole dev squad to get one launcher.

They look nice in the flesh so dont judge them just on the pictures.

I was so irritated to see the auto cannon set, after scrounging through my bits and ordering some more Autocannons off eBay to make (Semi) decent conversions

I carved up the Havoc Launcher on the Rhino and added a little greenstuff and what not.
