Is there a such thing as a Space Marine Chapter that does not send members to become Techmarines? If so how do they maintain their equipment?

There are chapters without Librarians. Is it possible? Do they rely on Enginseers and Tech-Priests?

I can't think of one. There are savage chapters that lack much of their heavier equipment and maintenance teams (Flesh Tearers) but none that lack Techmarines altogether. Problem is a chapter without techmarines wouldn't even be able to operate Rhinos. They'd be fairly useless as a chapter and stuck on their own world.

I cant think of a tech marine less chapter but the black templar's have no librarians as they abhor psykers.

It could be possible if the chapter is owed a debt by the Adeptus Mechanicus who as a measure of payment send some of their magos to work with the chapter or if the chapter just shared its homeworld with a forgeworld.......although even with those two ideas off the top of my head I can't see any reason why a chapter wouldn't have their own regardless. It's just completely more practicle to have your own

There are some chapters that don't send their Techmarines to Mars for training, Blood Angels IIRC are an example.

But all chapters will need techmarines to maintain vehicles and ships. The regular marines won't be able to maintain much beyond their armor, weapons, and maybe a few of the simpler Rhino based vehicles.

The Night Lords novels have the warband relying on a Tech Priest, some servitors, and chapter serfs/slaves to maintain their equipment and help with dreadnoughts and stuff, so it's definitely possible, regarding ability. So, if you come up with a good reason, it seems fine.

I think that's an interesting concept - I'd say run with it, After all, Astartes having feuds with the Mechanicus is hardly unheard of:
Blood angels get away with it because they're first founding and all that, but a latter chapter might be "excommunicated" by Mars, something like that.

The Blood Angels and Dark Angels both have technology that they don't share with Mars - but both current codicies state their Techmarines are trained on Mars - as does the Space Wolf Codex (Iron Priest)

Also there's chapters like http://wh40k.lexicanum.com/wiki/Carcharodons - who were out of communications with central authorities for a very long time.

Come to think of it the Red Scorpions were out of contact for 300 years as well ~ which depending on your version of the fluff may be a long time (Cassius used to be described as the oldest Ultramarine alive at under 500)

Any chapter cut off for such a long time presumably trains their own Techmarines, rather than going without them.
