So brief update, my academic adviser loves the project BUT unfortunately I can't do it because the school doesn't have the appropriate licensing for manufacture of this style of firearm. Minor set back, not a big deal and I am still going to work on this beast, it's just going to take more time.

Since when do you need a FFL for manufacture of non-reciever/frame parts? (As an aside, keep in mind that if you replace the GL with a shotgun, you -may- be looking at registration as a SBS, not an AOW.).....Although you could always go old school Cap and Ball blackpowder instead of cartridge loading and sidestep the NFA entirely (See: LeMat revolver.) Anyway:
Barrel for the revolver looks like its an insert into a shroud that's part of the frame, rather than an actual portion of the frame..
Cylinder isn't part of the frame.
Fire control parts, latches, safeties, grips, sights aren't part of the frame.
There's a LOT of work for the project that can be done at a school machine shop that isn't technically manufacture of a firearm (Which...unless the school is taking posession of it, or the instructor is running the machines, would still be BY you and FOR you. Your personal tooling, theirs, or a third party shop you rent machine time on shouldn't matter in terms of FFL being a requirement....though I wouldn't do it on the school grounds just for the bad PR possibly generated for them, to say nothing of possible violation of having a firearm on campus laws.)
As always though, if in doubt: Consult actual lawyers. Not the internet.

I'll be in touch once I know more about the actual measurements and dimensions I need. Going to be bothering an independent gunsmith I know, and try to dig up information on revolver design, but I haven't forgotten

And? It's perfectly legal to do this without a FFL, so long as it is not being produced for someone else and you're allowed to possess one in the first place. And again, the only part legally a "Firearm" is the actual receiver (or in this case, frame.) all other components that aren't NFA reactive might as well be scrap metal in the eyes of the law. (Though I am assuming that you don't have more restrictive state laws in effect...but I can't imagine where you'd be to make that true.)

Yes I'm aware on the relevant laws, it's my job. Nor am I talking about getting an FFL, though I am applying for mine in the near future. I do however do need a Class II Manufacturing permit to make NFA weapons. http://www.atf.gov/firearms/faq/national-firearms-act-firearms.html#nfa-qualifications which I would be doing here. I'd be manufacturing the weapon from a scrap of steel and a evil gleam in my eye. You also seem to have missed the part where people are actually interested in buying these beasts.
Further these weapons are being made in a professional educational setting, so I need to be kosher per my institution's rules, and be approved by my academic adviser. The project wasn't approved because my school does not have the relevant manufacturing permits.

And afterall, many companies manufacture ready to use fuel cannisters every day(any spray can with flammable propellent)

I've come to realize that for a lot of people, shooting guns is like eating chilies and peppers; The hotter the burn, the bigger the kick, and the better they like it. This is behaviour I personally don't understand. I like my chilies and calibres big enough to do their jobs, and mild enough to still be enjoyable. I don't eat ghost peppers, and I don't shoot hand gun calibres above .45 ACP.
On the subject of this particular project my only input is to avoid smooth polished grips, There are plenty of high-quality, beautiful, wood grips out there with patterns designed for positive grip.
