so why that if Necrons will only talk with blood angels why are they not best buddies and battle brothers? Also, they defeated some nids with out killing each other. Also, I understand that Necrons hate everybody but why the blood angels.

The Necrons will talk with anybody if they deem it necessary (they actually do use diplomacy!).

The alliance with the Blood Angels was just a one time thing, in order to beat the Tyranids (the Necrons hate Tyranids as well).

While the allies matrix does leave much to be desired in terms of giving a complete and accurate representation of how all of the races and factions interact in 40k fluff, I don't think this particular example was off-base. Battle brothers are meant to be allies who are completely united because they share common beliefs, long-term goals, and values. Eldar and Dark Eldar both want their race to survive and not get eaten by Slaanesh, Chaos and Daemons both want to corrupt everything, BA and SW both want to serve the emperor and protect the imperium, etc. The situation you are referring to is essentially the definition of a desperate alliance. The Necrons and BA teamed up to face the much greater threat of a 'nid invasion, which consequentially is probably the most likely thing to make any unlikely friends into temporary allies in the 40k universe.

A lot of the armies who the Necrons are allies of convenience with they have no history with whatsoever, and they are better allies than with the Blood Angels? The allies chart makes no sense sometimes, the tau with the orks???

I see the BA-Necron "alliance" as more of very temporary non aggression pact. I dismiss the closing statement of that passage in the codex as a piece of Wardy-Sueism and therefore discount it entirely. After the battle the pBA didn't hate the Necron any less than before they just weren't in any position to do anything about it after fighting off the tendril of a hive fleet.

Aye, necrons CAN ally, but even then, they won't be battle-brothers with anyone, because who would get along well with the soulless homicidal psychopathic Egyptian robot zombies for ANY longer than it would take to remove the "Bigger Threat"?

That being said, if they released Codex: Adeptus Mechanicus, Necrons might have themselves a battle brother...

The Necrons see themselves as the equals of no other race or faction in the galaxy. They view themselves, in fact, as the masters of the galaxy by manifest destiny and birthright. They do not view anyone on equal footing with anyone, always as the superior. They don't have allies so much as people who don't yet realize that they're slaves.

Which is why- as I said- AdMech would be their only battle-brother, because they would be too awed by necron tech to care whether or not they were slaves. In fluff- quite a few necron tombs have been activated by techpriests who wanted to find out how they worked. Now that diplomacy is an option, the techpriests might not even die in the process!

There's a SOB novel based around that concept. It's... not too terrible, though it's mostly bolter-porn with with Sisters, rather than Marines.
