Both hit at the same time, but i believe if one has a higher initiative they will still get there rerolls to hit.

No, they wouldn't. See Always Strikes First, pg 66, last sentence in regards to re-rolls to hit.

See the rulebook page as listed. Both units hit at the same time. No one gets rerolls.
